The Basic Court in Pristina has sentenced Dushan Dobraq to one year in prison and Milosh Radosavljevic to nine months in prison for setting up barricades in Zvecan, northern Kosovo, in 2022.
A separate trial was set for them on Monday morning, after the judge announced that they had reached a plea agreement with the Special Prosecution Office.
Miloš Radosavljević was found guilty of the criminal offense of “Conspiracy in unconstitutional activities with the intent to attack the constitutional order.”
Dobraq was also found guilty of the same offense and of "Obstructing an official in the performance of official duties."
For the first offense, he was sentenced to 6 months in prison, and for the second he was sentenced to 6 months in prison, reports Betimi për Drejtësi.
Meanwhile, the court hearing against four other defendants accused of setting up barricades in northern Kosovo in 2022 has been postponed to September 15, after defendant Nenad Orllović was absent from the initial hearing scheduled for this Monday.
The judge in the case, Rrahman Beqiri, said that the accused Nenad Orllović, for whom the court has repeated the arrest warrant, is absent from the session.
He announced that, according to the Police report dated August 27, 2026, police officers went to execute the arrest warrant, but Orlović was not found at the residence.
His neighbors have stated that he lives in Serbia.
Meanwhile, the procedure for the accused Miloš Radosavljević and Dušan Drobaq was separated, after they reached an agreement with the Prosecution to plead guilty, reports Betimi për Drejtësi.
Dušan Maksimović, Nemanja Jollović, Srđan Vučinić and Nenad Orlović are charged with the criminal offense against the constitutional order for placing barricades in northern Kosovo in 2022.
The indictment against them was filed on June 26, 2026.
They are suspected of having set up barricades on the roads of northern Kosovo municipalities, inhabited by a Serb majority, on December 10, 2022.
The barricades were removed on December 29 of that same year.
The defendants, the Prosecution said, are suspected of blocking main roads with heavy equipment, including trucks filled with gravel, excavators, ambulances, buses and other vehicles.
What happened in December 2022 in the north?
On December 6, 2022, two explosive devices were thrown at the offices of the Central Election Commission in North Mitrovica, but only one exploded.
Election officials at the time were organizing the holding of local elections in northern Kosovo, following the withdrawal of Serb mayors in four northern municipalities from the Serbian List – the main Serb party that enjoys the support of official Belgrade – in a sign of dissatisfaction with a decision by the Kosovo Government to re-register cars with Serbian license plates with those of the RKS – Republic of Kosovo.
As a result of the tensions, the elections were postponed until April of the following year.
Due to the attack on the CEC offices, authorities had arrested former Kosovo Police member Dejan Pantic on December 9 at the Jarinje border crossing, which connects Kosovo with Serbia.
His arrest further increased tensions with local Serbs who then set up barricades.
