A U.S. C-17 military transport plane took off from Andrews Air Force Base, made a stop in Riga, Latvia, and landed in Moscow. A short time later, a motorcade with American diplomatic plates appeared in the Russian capital.
On board the plane is CIA Director John Ratcliffe, on a visit that neither Washington nor the Kremlin wants to comment on and... even pretend they are unaware.
Ratcliffe's presence in Moscow was confirmed by US officials to CBS News, CNN and Axios. However, neither his interlocutors nor the subject of the meetings were made public. The CIA and the White House declined to comment, while the Kremlin said no meeting with a US official was planned.
The timing of the visit, however, is hard to ignore. The CIA chief has arrived in Russia, while negotiations over Ukraine remain deadlocked. The move comes just a day after the announcement of a new US sanctions campaign against Iran. Against this backdrop, international media are considering 6 main scenarios.
Iran and the warning to Moscow.
The first scenario, due to the timing, and the strongest, is that Ratcliffe conveyed a strong message regarding Russia's support for Iran.
Reuters links the visit to new US sanctions on Iran and recalls that Russia maintains close military and economic relations with Tehran. Iran has provided Moscow with drones for the war in Ukraine, while Kiev accuses Russia of providing Tehran with drone technology and satellite data.
Moscow denies that it is helping Iran strike American targets and says it is ready to contribute to resolving the crisis. The question, however, is whether Washington believes these statements.
Ratcliffe himself had said in March that Iran was seeking help from Russia, China and other US adversaries. He had avoided clarifying in a public hearing whether this help had been provided, saying the matter could only be discussed in a closed meeting.
The Wall Street Journal estimates that the talks may have focused on both Russian support for Iran and Moscow's ability to contribute to a de-escalation agreement. Ratcliffe may have therefore been trying to determine how far Putin is willing to go to support Tehran - but he also warned of the consequences of deeper involvement.
Message about Russia's military intentions
A second version, also presented by the Wall Street Journal, is that the CIA chief conveyed a warning to the Russian leadership based on sensitive American information.

Ky detaj sugjeron se vizita ishte planifikuar paraprakisht dhe u konsiderua mjaftueshëm e rëndësishme që SHBA-të të kërkonin garanci të veçanta sigurie nga Kievi.
Megjithatë, ekziston një element që dobëson versionin e një misioni thjesht paqeje. Ratcliffe himself was personally involved in the talks that led to the release of Russian-American Ksenia Karelina in April 2025. The new visit comes, at the same time, shortly after Russia released a former US Marine, who had been detained since 2022.
The landing of the C-17 sparked rumors of a possible swap from the start, as Vnukovo Airport has been used in the past for sensitive diplomatic missions. The scenario therefore has a real basis. However, it is difficult to explain in itself the political weight of the visit and the personal engagement of the CIA director in the Russian capital.
The channel between the two intelligence services
There is also a less spectacular, but very important explanation: the attempt to maintain a direct channel between the CIA and the Russian Foreign Intelligence Service, the SVR.
Ratcliffe had already spoken by phone with the head of the SVR, Sergei Naryshkin. As Reuters reported, the two men had agreed to maintain communication on cooperation between the services and crisis management.
Such channels remain active even in times of high tension. They do not require political access or a relationship of trust. They are used to convey warnings, to avoid dangerous mistakes, and to deal with issues that cannot be discussed through normal, official diplomatic channels.
Their importance is even greater at this time, as the United States does not have an ambassador in Russia and is simultaneously managing two crises in which Moscow is involved: the war in Ukraine and the conflict with Iran.
A mission with more than one message.
None of the available information, after all, proves that Ratcliffe traveled to Moscow exclusively for one of these issues. Most likely, the mission had a complex agenda.
Ukraine is a constant backdrop to US-Russian contacts, and the prisoners are an area where there is still room for understanding. However, the timing of the new sanctions brings Iran to the forefront.
Washington wants to know whether Moscow is willing to limit aid to Tehran or, on the contrary, expand it. It also wants to see whether Russia can act as a mediator or whether it will become another mechanism to bypass American pressure.
Ratcliffe's brief visit to Moscow therefore looks more like a mission to convey messages and exchange highly sensitive information than a conventional diplomatic visit. And the silence that accompanies it indicates that, at least for the time being, both Washington and the Kremlin consider it more useful to leave its true content in the dark. ©LAPSI.al
