
By Daniel Sandford, BBC / The conviction of a 19-year-old Norwegian man at London's Old Bailey for conspiracy to commit murder in West Yorkshire has highlighted a new and particularly dangerous pattern of organised crime that is spreading across Europe.
The case appears to belong to the notorious Foxtrot criminal network, which, according to European authorities, recruits teenagers through social media and encrypted applications, turning them into hired killers.
The case is just one part of a phenomenon that experts call "Violence-as-a-Service" (VaaS), in which criminal organizations order murders and attacks on vulnerable young people, luring them with large sums of money.
According to Europol, the phenomenon is spreading rapidly throughout northern Europe and is now one of the biggest challenges for police authorities.
The Foxtrot Gang and its ties to Iran
At the center of the investigation is the Foxtrot Network, one of Sweden's most violent criminal organizations.
European authorities estimate that since 2022, the network has been responsible for approximately 35 murders, as well as dozens of attempts and attacks, including actions against Israeli targets in Europe with grenades and explosive devices.
The organization is said to have ties to the Iranian regime, especially after 2023, when its leader, Rawa Majid, fled Sweden and settled in Tehran.
According to Swedish authorities and investigative journalists, Majid is suspected of collaborating with Iran, organizing attacks against dissidents, journalists and Israeli targets. The British government imposed sanctions on him and Foxtrot in April 2025.
The murders are organized like... a video game
The most shocking element is the way in which the new assassins are recruited. According to Europol, contacts are made almost exclusively through social networks and encrypted applications such as Signal. Orders are given step by step, as in a video game. Recruiters use aliases inspired by popular video games, such as Agent 47, borrowed from the Hitman series.
Potential killers are sent maps, videos, instructions, GPS coordinates and locations where weapons and money are hidden. The young men are treated as "players" who complete missions.
The 18-year-old who killed the wrong person
