A voluminous 80-page indictment filed by the Special Prosecution of the Republic of Kosovo has presented evidence and allegations that, according to the Prosecution, document destabilizing activities of the Serbian Intelligence Service within the territory of the state of Kosovo. The criminal file compiled by the State Prosecutor charges the defendant Fatmir Sheholli with the criminal offenses of Continuous Espionage and Continuous Blackmail, presenting a series of material evidence, wiretaps and seized electronic communications.
Beyond the concrete acts of interference in the country's electoral processes, the indictment highlights on pages 55–57 a particularly weighty piece of evidence: a document labeled "Top Secret 2", discovered during the examination of the defendant's seized mobile phone. The Prosecution treats this confidential document as key evidence that establishes his contacts and operational activities in relation to BIA structures.
According to the Prosecution, this material contains a concrete plan by the BIA to the detriment of Kosovo's interests, which describes a strategy to destabilize the country through the instrumentalization of religion and the expansion of the influence of Islamic radicalization.
The financing scheme and infrastructure expansion
According to the translation included in the indictment, the scheme began with agreements with “operators” in Kosovo and the collection of funds from so-called Islamic embassies in Belgrade. The bulk of these funds would be directed, according to the document, to the construction of mosques.
They were to be built in visible locations, near highways, schools, and shopping centers, while the number of mosques in large villages was to be doubled or tripled.

The plan presented in the document was not limited to the construction of buildings, but aimed to expand religious schools throughout the country, including areas where interest was less, as well as to include children and adults from areas that the document describes as places “where religion is more important than the nation.” The document states textually:
"In addition to mosques, Islamic schools (mdereset) should be spread throughout the country, even in places where interest is less, children and adults should be brought from places where religion is more important than the nation, such as Mitrovica, Vushtrri, Djeneral Jankovic, Kaqanik, Dragash and Prizren." - it says.
Infiltration into structures
According to the analysis of the Special Prosecution, the Serbian intelligence strategy envisaged putting the leaders of Islamic communities throughout the region under control in order to recruit public figures with social weight.
The document states, among other things:
"The leaders of the Islamic communities of Serbia, Macedonia, Bosnia, and Kosmet are under our control and are working to include as many Albanians as possible with influence in sports, media, music, and politics. We also have our people in some political parties who work for us..."
Further, the uncovered plan aimed to send religious emissaries controlled by Serbian diplomatic missions to the West:
"In Western countries, our people from the Islamic communities of Kosovo and Sandzak have been delegated and are under the orders of our embassies in Switzerland, Germany and Belgium. With this, we will be able to separate the Albanians who live abroad, mainly in Switzerland and Germany, where the richest and most powerful Albanians who supported Rugova live."
Final Goal: Transformation into "Kandahar" and the dissolution of the state
The final part of this plan formulates the geopolitical goal described in the document: damaging the perception of Kosovo in the West, encouraging radicalization, and creating conditions for changing the international stance towards the sovereignty of the Republic of Kosovo.
The BIA text specifies this goal:
"Down in Kosmet, an atmosphere must be created so that people feel like they are living in a foreign country, so that some of the youth will flee Kosovo and some will decide to convert to Islam. After 20 years, Kosovo will look like Kandahar. Western powers will change their minds about Kosovo and thus decide to return Kosovo to Serbian jurisdiction."
Furthermore, the project envisaged the final step of silent demographic cleansing:
"When this is achieved, Serbia will have free hands to repeat the persecution of Albanians in Turkey, but this time not through force but through religious leaders for employment and by offering them super conditions for migration to Turkey." /Nacionale
