New York Times: Moscow's secret plan to "invade" Moldova

Abundant money to buy people friendly to Russia, recruitment via Telegram, and priests spreading anti-European messages. These are some of the moves, part of a broader plan by Moscow to influence the political situation in Moldova.

The Kremlin has used disinformation and illegal access to electronic networks to achieve its goals in the past. But the Moldovan case, according to a lengthy New York Times report citing Western intelligence officers, goes much further than other Russian efforts to destabilize Western countries.

It was an extremely expensive vote-buying scheme, running into hundreds of millions of dollars, financed by Moldovan billionaire Ilan Shor. The entire plan bears the signature of Skolkovo, known as Russia's "Silicon Valley."

Shor fled Moldova in 2019, when he was accused of defrauding banks of $1 billion. He is now based in Russia, where, according to Western intelligence officials, he reports to Sergei V. Kiriyenko, a senior official in Putin's government responsible for countries like Moldova, which the Kremlin considers to be in its sphere of influence.

So, while Putin was talking about "Western hysteria about the Russian threat," he was simultaneously calling meetings on how to collapse NATO and the EU from within.

At the center of this goal is Moldova, a small country with a population of only 3 million, which in the minds of the Russian leadership has received a lot of attention. Moldova has a strategic position, so it could become the place from which Russia can launch attacks on Ukraine and Europe.

The New York Times describes a program that is still ongoing. They spoke to people involved (many of them fearful) and had access to court and other documents. Some points were already known, but the full extent of the program is only now being revealed.

The country's pro-Western government of Prime Minister Maia Sandu has made EU membership a priority. But every vote - presidential and parliamentary elections and the 2024 referendum on EU membership - has been targeted by the Kremlin and its methods of influence.

Recruitment of priests

Moscow has tried, among other things, to pay Orthodox priests to recruit voters and spread Russian confessions to Moldovan believers from the pulpits. Hundreds of Moldovan priests have traveled to Russia since the summer of 2024, where they have visited holy sites and senior church leaders.

Dita e Zgjedhjeve

However, Moldovan authorities were prepared. In the weeks leading up to the election, Moldovan police raided hundreds of homes, arresting people who had participated in the camps or received money as part of Soros’s scheme. When police arrested suspects planning violent acts, some of them claimed that the incendiary devices they were carrying were intended for… a baby gender reveal party.

Meanwhile, Moldovan cyber experts, with the help of Western allies, thwarted the hacker attacks. Protests erupted, but there was no serious violence. Maia Sandu's party won with just over 50% of the vote, largely thanks to the support of the Moldovan diaspora.

For the Kremlin, writes the New York Times, its victory was not a failure at all. The Moldovan government was forced to spend a small fortune and devote huge resources to preventing Russian intervention. Since then, the Kremlin has expanded its efforts.
