The State Cadastral Agency calls on citizens who have applied for the legalization of unauthorized constructions in the Lushnja area to complete the necessary documentation and make their contacts available, in order to continue administrative procedures.
After verifications carried out on the ground in the administrative units of Bubullimë and Kolonjë, where during the identification of some informal buildings, the absence of the owners in the apartments was ascertained. Also, in some cases, legalization practices with incomplete documentation, which must be completed by the applicants themselves, were identified.
ASHK Lushnje requests that applicants for legalization, included in the lists of names attached to the announcement, submit their telephone contacts to the Local Directorate. This will enable the institution's employees to communicate directly with citizens, to guide them on the missing documents and to follow the procedures for the identification and formalization of unauthorized constructions.
This process is linked to a broader approach of the ASHK for formalization with transparency, where the citizen should be clear about where his file is located, what is preventing its completion and what steps he should follow. After the completion of the work in each area, the results will be made public and the cases will be clarified according to their status: citizens who are provided with a property title; citizens whose files cannot be completed due to missing documentation, who will be specifically notified of what they need to complete; as well as citizens who were not found in the apartment during the on-site verification and should contact the institution.
In this way, the process does not simply end with on-site verification. For each area, the aim is to have a clear and verifiable result: who has completed the process and has been provided with a title, who is missing documentation, and who needs to report to the institution.
The process continues in accordance with Law No. 20/2020 "On the completion of transitional ownership processes in the Republic of Albania", as well as the relevant by-laws, including Council Decision No. 1040/2020 and Council Decision No. 1178/2020, as amended.
