A villa with a construction value estimated at 420 thousand euros in the "White Rocks" complex in Dhërmi is in the name of former footballer, Igli Tare. However, the electricity bills are paid by Viola Haxhiademi, a former subordinate and confidant of the former number two in the government, Belinda Balluku.

The villa's television is equipped with the "Netflix" platform, which is opened from an account with the name "Belinda Balluku" and the names of her two children. The walls of the two-story villa on the Ionian coast are decorated with several paintings, initialed with her daughter's name. Festive materials used for Balluku's son's birthday are found in various rooms.

The key to the villa "F6" in the "White Rocks" complex, built by Pandeli Carapuli's "Eurocol" company, is held by the nanny of the former deputy prime minister's children. Its cleaning is carried out by a lady who performs the same service in Balluk's apartment in Tirana. The cleaner, during her work in the villa, even sent a photo to her husband, showing a red box filled with 50-euro banknotes, tied with a rubber band.

The family driver has often accompanied Belinda Balluku's children to the villa located in Gjileka. Prime Minister Edi Rama's closest associate herself has often frequented that villa.

It is built on a 300 square meter plot, with two floors, a total area of 103 m2 and a veranda of 34 square meters. A swimming pool has also been built in the yard, the quality of which, according to SPAK, was directly interested in Belinda Balluku.

For the Special Prosecution Office, there is no doubt that the villa is a hidden asset from Belinda Balluku, despite Igli Tare's efforts to convince prosecutors and special judges that the building is his property and should be removed from the seizure, which has been in place since June 2026.

Igli Tare, "soprano"?

Igli Tare has been the pride of Albanian football. Former captain of the national team, former sports director of Serie A teams Lazio and Milan, his life and professional activity are now increasingly being questioned, thanks to official accusations that he was used to launder money for former deputy prime minister, Belinda Balluku.

In 2018, Tare signed a purchase contract to purchase the "F6" villa in the "White Rocks" residential complex, built by Pandeli Carapuli's "Eurocol" company, in the Gjileka area of Dhërmi.

The Special Prosecution Office is convinced that Belinda Balluku has benefited from this villa in the form of corruption, after she abusively announced Pandeli Carapuli's company "Eurocol" as the winner of a tender with a total value (including add-ons) of around 1 million euros, for the "Reconstruction of the Albcontrol building".

The tender was carried out in 2015, when Balluku was the director of this institution. From the analysis carried out by the Special Prosecution Office, it results that Carapul's company did not meet the criteria to be declared the winner. However, communications found between her and Evis Berberi, who at the time of the tender was the head of procurement at 'Albcontrol', have created the belief that the procurement procedure was predetermined for the company "Eurocol".

Furthermore, according to SPAK, Pandeli Carapuli created the conditions for Belinda Balluku to receive a "gift" of a villa in the "White Rocks" coastal complex, which he was building in Dhërmi.

Supporting the Special Prosecution's suspicions have been a multitude of communications between Carapul's staff and other businesses that were engaged in the construction and furnishing of the "F6" villa.

In almost all of these communications, various individuals, including architects, plumbers, electricians, maintenance workers, etc., referred to villa “F6” at “White Rocks” as “Balluk’s villa.”

A few days ago, the Special Prosecution Office closed the investigations into the “Balluku File” and communicated the charges to 31 individuals and private entities. Balluku and the others are accused of a multitude of offenses, including “passive corruption of high-ranking officials”, “abuse of office”, “concealment of assets” and “laundering of proceeds of crime”.

The investigations conducted by SPAK included several important tenders, including the construction of the Llogara Tunnel, 7 Lots of the Great Ring Road in Tirana, the construction of the road in Porto-Romano, Durrës, etc.

Belinda Balluku is being investigated at large. In December 2025, the Special Prosecution Office requested authorization from Parliament for her arrest, given that she also holds the mandate of an MP. Edi Rama's socialist majority rejected this request, arguing that she was not accused of corruption. Now that SPAK has formalized the accusation of "passive corruption" in 9 cases, the prosecutors have not repeated the request for authorization. /Taken from Boldnews.al

Rapprochement with Israel, diplomatic pragmatism or Rama's personal policy?

The visit of the Israeli Foreign Minister to Tirana and the intensification of political contacts between the two countries are strengthening Albania's relations with Israel, at a time when the war in Gaza has increased international criticism of Benjamin Netanyahu's government. Foreign policy experts see this rapprochement as an opportunity for economic and strategic cooperation, but raise questions about the concrete benefits for Albania and the personal role of Prime Minister Edi Rama.
