Tirana on the verge of another construction boom, figures surpass every record

Tirana is expected to experience another wave of construction, even bigger than that of recent years. Data published by the government shows that, beyond the perception that the capital is filled with towers and palaces, permits for new projects have accelerated significantly. 

Reading the indicators of the Ministry of Finance, Monitor reports that the money flowing into the state coffers from the infrastructure impact tax has reached record levels, hinting that in the coming years the urban panorama of Tirana will change even more.

According to Monitor, a full 12.5 billion lek from the infrastructure impact tax have been collected by the Municipality of Tirana alone in just the first 6 months of this year.

This amount is almost all the revenue that the Municipality of Tirana collected from this tax throughout 2025. Compared to the first half of last year, revenue has increased by 362%, or nearly five times more.

In Tirana, the infrastructure impact tax is calculated at 8% of the reference sales price per square meter. These prices have not changed since July 2023, when VKM no. 457 was approved. This means that the record increase in revenues does not come from a change in the taxation formula, but from the fact that a much larger volume of construction has been approved. 

Based on this formula, the value of constructions corresponding to the tax collected in Tirana amounts to around 156 billion lek, or approximately 1.6 billion euros, in the first half of the year alone.

New wave of concrete also on the coast

The phenomenon is not limited to the capital. The coast, especially the south, is also entering a new construction cycle.

The record is held by Himara, where revenues from the infrastructure impact tax reached 1.2 billion lek, or 301% more than a year ago.

Durrës ranks next, with 841 million lek collected and an increase of 58%.

Saranda is also experiencing a new construction boom, with 478 million lek collected from this tax, almost seven times more than in the first half of 2025.

Meanwhile, Golem, despite the existing high density of construction, continues to expand, with revenues from this tax increasing by 37%.

In the first half of 2026 alone, 18.3 billion lek were collected from the infrastructure impact tax across the country. The figure is almost equal to all revenues collected during 2024 (18.6 billion lek) and even 15% higher than the collections for the entire year 2025./Lapsi.al
