Albania is entering a new phase of demographic transformation. On the one hand, the country continues to lose its working-age population due to emigration, declining fertility, and rapid aging. On the other hand, the government is making intensive efforts to secure labor from abroad, with state-to-state agreements for the recruitment of foreign workers.
In a few weeks, the Minister of Economy and Innovation, Delina Ibrahimaj, has traveled far and wide to sign two memorandums of understanding, first with Vietnam and then with Indonesia, with the aim of creating regular channels for the arrival of workers in Albania.
With Vietnam, the agreement was signed by Deputy Minister of Interior Vũ Chiến Thắng. According to Minister Ibrahimaj, the memorandum aimed to “strengthen cooperation in the field of labor mobility”, creating opportunities for the employment of Vietnamese citizens in Albania and supporting the needs of the Albanian economy for labor. The agreement provides for the drafting of a joint action plan, recruitment procedures, training standards and monitoring of implementation, as well as the organization of an Albania-Vietnam Economic and Employment Forum to directly connect Albanian businesses with Vietnamese partners.
Even more significant was the agreement signed in Jakarta with the Indonesian Ministry of Migrant Workers Protection. The memorandum aims to expand employment opportunities for Indonesian citizens in Albania, within the framework of the Indonesian state program SMK Go Global.
Indonesian Minister Mukhtarudin stated that Albania will be one of the host countries of this program and that the objective for this year is to send 40 thousand Indonesian workers abroad. According to Indonesian authorities, qualified workers for the formal sector will be sent to Albania, while the program includes professional training, international certification and foreign language learning.
Earlier, the agreement with Vietnam was also accompanied by discussions about the arrival of 20 to 30 thousand Vietnamese workers, mainly in the hospitality, industrial production and agricultural sectors.

Sipas të dhënave të raportuara nga Monitor këtë javë, deri më 30 qershor 2026 në Shqipëri ishin aktive 38.712 leje qëndrimi për shtetas të huaj. Prej tyre, 22.693 leje, ose 59% e totalit, janë dhënë për punësim dhe vetëpunësim, duke treguar se tregu i punës është bërë arsyeja kryesore që të huajt zgjedhin të jetojnë në Shqipëri.
Numrin më të madh të lejeve e kanë shtetasit e Kosovës, me 7.302 leje aktive. Megjithatë, kjo kategori ka një profil krejt të ndryshëm nga emigracioni ekonomik i vendeve të tjera. Një pjesë e konsiderueshme e këtyre lejeve lidhet me bashkimin familjar, jetesën apo aktivitetin ekonomik brenda hapësirës shqiptare.
Në vend të dytë renditen italianët me 4.332 leje qëndrimi. Edhe këtu profili është i ndryshëm. Një numër i madh italianësh jetojnë në Shqipëri si investitorë, sipërmarrës apo profesionistë të vetëpunësuar, duke hapur biznese, sjellë marka, kapital dhe shërbime të reja në tregun shqiptar.
Ndryshe paraqitet tabloja për shtetasit nga Filipinet, India dhe Egjipti. Për ta, arsyeja kryesore e ardhjes në Shqipëri është punësimi. Së bashku, këto tre shtete përbëjnë rreth gjysmën e të gjithë të huajve të punësuar në vend.
Filipinasit janë bërë tashmë një prani e zakonshme në bare, restorante, hotele dhe familje shqiptare, ku punojnë si kamarierë, kuzhinierë, pastrues, dado apo kujdestarë për të moshuarit. Punëtorët nga India po angazhohen në shërbime dhe industri, ndërsa shtetasit egjiptianë kryesisht në transport, blegtori dhe agroturizëm.
Ky ndryshim në tregun e punës zhvillohet paralelisht me krizën më të rëndë demografike që ka njohur Shqipëria.
Sipas Censit të Popullsisë 2023, popullsia banuese ka rënë nga 2.821.977 banorë në vitin 2011 në 2.402.113 banorë në vitin 2023, një tkurrje prej 419.864 personash, ose rreth 15 për qind në vetëm dymbëdhjetë vjet. Në të njëjtën periudhë është rritur ndjeshëm pesha e popullsisë mbi 65 vjeç, ndërsa lindjet kanë zbritur në nivelet më të ulëta historike.
Politikat e punësimit sipas shijeve të kryeministrit
Orientimi i qeverisë drejt importit të fuqisë punëtore nga Azia nuk është një zhvillim i papritur që lidhet vetëm me mungesën e punëtorëve në vitet e fundit. Kjo është një politikë për të cilën kryeministri Edi Rama është shprehur publikisht prej disa vitesh.
Që në mars të vitit 2021, kur emigracioni nuk kishte marrë ende përmasat dramatike që tregoi më pas Censi i vitit 2023, Rama fliste për ardhjen e punëtorëve të huaj si një zgjidhje normale për tregun shqiptar të punës.

The conversation took a turn that caused strong public reactions, when the prime minister said of the foreign workers: "They don't even know Albanian to deal with gossip," and then added: "When they start learning Albanian, change them, because the worm will start to get into them, not politics, not this, and that..."
Five years later, the memorandum with Vietnam, the agreement with Indonesia, and negotiations with other Asian countries show that what was once expressed as a contemptuous and denigrating joke about Albanian workers has transformed into an institutionalized state policy.
Albania no longer expects businesses to find workers abroad on their own, but is intervening directly by creating intergovernmental agreements for their recruitment.
Is this the right response to the labor shortage? Shouldn't efforts have been made earlier to improve working conditions through stronger state controls, stronger unions, affordable housing, higher wages, pro-worker fiscal policies, etc.?
It seems that these measures are nowhere in the orbit of Rama's government. Instead of trying to stem the outflow of labor abroad, Rama's government is adapting to the idea that the places left empty by Albanian emigration will be permanently filled with workers from abroad.
