KLSH finds endless violations in the 2025 budget, economic and financial damage

The Supreme State Audit Office, in its report on the implementation of the 2025 state budget, has found countless violations from contracting procurement procedures with values higher than the funds at its disposal; commitments on approved budget funds; significant increase in the stock of tax and customs debt; deficiencies in the planning and detailing of public investments; opening investment funds without detailing them in concrete projects; deficiencies in the technical support of financial information systems while continuing the execution of the budget through the physical submission of documentation to Treasury branches; revision of the 2025 budget plan even after the end of the budget year, until February 2026; considerable concentration of payments at the end of the year, where over 20% of annual expenditures were made only in December.

According to the report's annex, the audits have identified 171.9 million lek in economic damage and 12.3 billion lek in negative financial effects. In total, the value of the two categories amounts to about 12.5 billion lek, or about 135 million euros.

Due to significant non-compliance with legal requirements, the SAI has issued a qualified conclusion on the implementation of the 2025 budget, highlighting problems in its planning, execution and reporting.

Procurements for 16.8 billion lek with insufficient funds

One of the biggest problems is related to the administration of public investments. The SAI has found that in 44 cases, procurement procedures were initiated for contracts with a total value of 16.8 billion lek, even though the available budgetary funds were lower than the value intended to be contracted.

In 39 other projects, financial commitments were made that exceeded the approved funds, by a difference of 4.28 billion lek. Institutions have assumed obligations beyond the foreseen funding, creating a risk of lack of funds during the implementation of contracts and increasing arrears.

The audit also identified cases where project funds were reduced after contracts were signed, as well as discrepancies between the total cost of investments and the funding distributed over the years. The problems were accompanied by delays in the implementation of works and shortcomings in monitoring the implementation of contracts.

Customs debt has also increased significantly. At the end of the year, it reached 61.83 billion lek, an increase of 12.71 billion lek, or 25.9%. About 77% of customs duties are older than five years.

Together, unpaid obligations to the tax and customs administration reached 256.27 billion lek, with an increase of 44.61 billion lek within a year.

The SAI has found shortcomings in the identification and prosecution of debtors, delays in the implementation of collection procedures by force, and weaknesses in the monitoring of old liabilities.

The problems also extend to tax audits. At the end of 2025, there were 793 unfinished audits, while in VAT refund procedures, in 280 cases the legal 60-day deadline was exceeded and in 160 cases the chronological order of handling requests was not respected.

In the customs administration, shortcomings have been found in the selection of controls based on risk analysis, documentation of investigations, customs valuation of goods, and the pursuit of obligations and penalties.

Over 20% of annual expenditures were made in December alone

The SAI has identified a significant concentration of budget payments at the end of the year, although part of the expenses belonged to invoices issued many months ago.

In December 2025, budget expenditures reached 162.54 billion lek, representing 20.3% of the annual total.

During this month alone, 14.96 billion lek of capital investment invoices and 8.9 billion lek of operating expenses issued during the period January-November were paid. 955 million lek of investment invoices carried over from 2024 and previous years were also paid.

The concentration of payments at the end of the year has been accompanied by strong fluctuations in fiscal indicators. During the January-November period, the budget had created a surplus of 49.12 billion lek, while in December alone it recorded a deficit of 96.21 billion lek.

The annual deficit resulted in 47.09 billion lek, within the planned limit. However, the SAI has found inaccuracies in the recognition and classification of some income and expenses, which have affected the level of the reported deficit.

The audit has identified that the general expenses also include a transfer of 16.59 billion lek to the Pension Fund, which the SAI does not consider a budget expense. Operating expenses recorded as capital investments, as well as discrepancies in the reporting of arrears, have also been found./ Monitor

Rapprochement with Israel, diplomatic pragmatism or Rama's personal policy?

The visit of the Israeli Foreign Minister to Tirana and the intensification of political contacts between the two countries are strengthening Albania's relations with Israel, at a time when the war in Gaza has increased international criticism of Benjamin Netanyahu's government. Foreign policy experts see this rapprochement as an opportunity for economic and strategic cooperation, but raise questions about the concrete benefits for Albania and the personal role of Prime Minister Edi Rama.
