
After the Supreme Court and the Supreme People's Court set their own salaries for the justice system, the government took action and blocked the salaries in the State Treasury. Exclusive sources for Report TV indicate that the State Treasury has blocked the salaries for August for all magistrates.
The deadlock comes after the two institutions decided to increase the reference salary of magistrates by 65,600 lek. The Supreme Court of Justice decided that, starting from August 1, the salary of each judge will be calculated on a reference salary of 222,425 lek, up from 156,800 lek previously, plus an additional 14 thousand lek for the level of qualification. The same reference salary of 222,425 lek plus the additional 14 thousand lek was also set by the Supreme Court of Justice.
The Constitutional Court had overturned the previous formula and had given the Assembly until July 31 to approve a new one. But the deadline passed without a decision from Parliament and, faced with this situation, the Supreme Court and the Supreme Administrative Court determined the reference salary themselves.
The increase of 65,600 lek in the reference salary by adding 14 thousand lek for the diploma group will actually significantly increase the salaries of magistrates, which go up to over 3,000 euros more for the higher institutions of the system or even special structures, due to the formulas defined in the law.
The decisions of the two governing bodies of the justice system came after the Constitutional Court's decision of February 2026 that overturned the legal amendments of 2023 that set the magistrate's salary at 0.36 of the President of the Republic's salary, with the argument that there was a hidden reduction and this was unconstitutional.
Along with the repeal of the relevant article, the Constitution obliged the Assembly to regulate the legal space by July 31, 2026. But the majority, one day before the deadline expired, only submitted to parliament a proposal for a new formula that increased the salary from 0.36% of the President's salary to 0.38% of the same salary.
