
A representation of residents affected by the TID Durrës project submitted to the municipality a 15-page document, signed by 65 residents, addressed to a number of state institutions such as the Durrës municipality, the Ministry of Culture, the Institute of Cultural Heritage, AADF, etc. Taking the trigger from the repeal of the Council of Ministers No. 442, dated 3.6.2020, "On the declaration of a new development zone in the Durrës administrative unit", the Citizens' Group against the TID project requests from the institutions involved to suspend the implementation of the project and initiate procedures for its repeal, said architect Entela Koja.
The repeal of the New Development Zone, which included a significant part of the coastal city, including part of the historic area in the center of Durrës, resulted in the repeal of the corresponding Mandatory Local Plan (PDYV), which demolished 20 real estate properties, which are included in the TID project. Given the collapse of the legal basis on which the PDYV was based and the fact that the properties above the amphitheater, with the repeal of the VKM, have escaped demolition. The Civic Group demands the repeal of the project, which according to the residents has been de jure demolished.
"They want to give the impression that the project is continuing, but in fact the project has fallen by the time they discuss the review and the review has also reached the properties that a good part of the residents are already securing the property documents that were left unfinished for years. The TID is a Detailed Local Plan and the fact that they are reviewing it shows that the existing one is no longer in force. But they do not accept it and do not put it in writing. We ask for this in writing," Koja declared.
"He should just repeal the decision, because it's in his hands. We ask the mayor to urgently repeal the law. You can't trust these people. They come at night and demolish you. They have us on their feet and are more violent. No one leaves their house for a flower garden. Forget it!", said resident Rita Kazazi.
Residents announce that they will continue the legal battle in court, while they will address the City Council with a request to suspend the project drafted by the Albanian-American Development Foundation (AADF), which demolishes over 80 properties of Durrës citizens in the city's historic area and expropriates them at ridiculous values.
