Two emails from September 2020, administered as evidence by SPAK and published this Thursday in the media, show that Belinda Balluku received the projects and variants of the villa in Palasa directly from the studio "Atelier 4", more than a month before Igli Tare's name appeared in the property documents. According to SPAK prosecutors, the villa was in the "actual ownership" of Balluku, who ordered the details of the building, while the former footballer and former sports director of Lazio was used to hide the former minister's assets.
The first email is dated September 14, 2020. The architecture studio sent Balluk a revised version of the project and discussed with him in detail how the villa should look. “I am sending you a revision. We have the idea that even if one day you decide to rent it out, the users can feel pampered just like in a hotel,” Alban Eftimiu’s email read.
The project called for an infinity pool with a water-level dining table, teak-clad spaces for a "slightly warmer, slightly yacht-like feeling," and two whirlpool tubs modeled after the Roccabella hotel in Santorini. The studio also wrote that the suites would be worked on with other variants and that, if the proposed solution "doesn't work," they could return "to blue marble." "I'm sending you a review. We have the idea that even if you decide to rent it out one day, users can feel pampered just like in a hotel. The stairs between the 2 buildings have creeping greenery on both side walls. On one side of the pool, you can go down with stairs and there is a dining table at the same level as the water to enjoy the "infinity pool" to the fullest. The pool on the edge facing the sea also has a plan to place glasses and some plates. On the 2 side wings of the houses at the entrance level and the suites, 2 hydromassage bathtubs have been made (see Roccabella hotel in Santorini). We will still work on the suites with variants. The kitchen-living room and wardrobe partitions in the "master bedroom" are accordion. A good part of the spaces around the pool are covered with "teak" for a slightly warmer, slightly yacht-like "feeling". See it as an alternative when we finish the renderings and if it doesn't work, we'll go back to blue marble."
Katër ditë më vonë, më 18 shtator, “Atelier 4” i dërgoi Ballukut një dokument prej 11 faqesh me planimetritë dhe projektet e dy objekteve të emërtuara “Vilat binjake”. Pra, në shtator 2020 Balluku merrte variantet e projektimit dhe propozime konkrete për arredimin dhe funksionimin e vilës.
Vetëm më pas, më 26 tetor 2020, u firmos kontrata e sipërmarrjes në emër të Igli Tares për shumën 250 mijë euro. SPAK thotë se kjo kontratë ishte fiktive dhe se Tare u përdor pikërisht “për të fshehur këtë pasuri të padeklaruar”. Sipas Prokurorisë, kjo shumë mbulonte investimin deri në fazën e karabinasë.
Më vonë në skemë hyri Arbër Abazi, pronari i “Alko Impex General Construction”. SPAK thotë se ai mori përsipër pjesën tjetër të investimit në vilë, me një vlerë nga 288,616 deri në 410,526 euro. Në të njëjtën kohë, kompania e tij ishte pjesë e bashkimit të operatorëve ekonomikë që fitoi Lotin 7 të Unazës së Jashtme të Tiranës, një procedurë me fond limit rreth 2.35 miliardë lekë pa TVSH.
Hetimet kalojnë te dyshimi për korrupsion. SPAK thotë se Balluku, në cilësinë e ministres së Infrastrukturës dhe Energjisë, “në këmbim të favorizimit të shoqërisë ‘Alko Impex General Construction’”, ka kërkuar dhe marrë nga Arbër Abazi “vlerën e përfitimit të parregullt, në formën e investimeve/punimeve” në vilën e Palasës. Pra, sipas tezës së Prokurorisë, një pjesë e kostos së vilës u financua nga pronari i një kompanie që përfitoi avantazh në një tender publik nën juridiksionin politik të Ballukut.
Kur ndërtimi përfundoi, sipas SPAK-ut, Igli Tare u përdor përsëri. Më 12 shtator 2025 u hartua një kontratë shitjeje për regjistrimin e pronës në emrin e tij, të cilën Prokuroria e konsideron sërish fiktive. Në këtë mënyrë, Tare shfaqet në të dy skajet e skemës: në vitin 2020, kur vila nisi të formalizohej në dokumente, dhe në vitin 2025, kur u regjistrua pronësia.
Vila në Palasë është e dyta që SPAK ia atribuon faktikisht Ballukut dhe që rezulton e lidhur me emrin e Igli Tares. Më herët Prokuroria sekuestroi edhe një vilë në kompleksin “ëhite Rock” në Dhërmi, po ashtu të regjistruar në emër të Tares. Në atë rast, SPAK tha se vila dyshohej si përfitim i parregullt në këmbim të favorizimit të një operatori ekonomik në një tender për rikonstruksionin e godinës së Albcontrol-it, në kohën kur Balluku drejtonte institucionin.
Me sekuestrimin e vilës së Palasës, dosja u rëndua më tej. Përveç akuzave për shkeljen e barazisë në tendera në tetë procedura, Balluku dyshohet tashmë edhe për korrupsion pasiv të funksionarëve të lartë, pastrim parash dhe fshehje të pasurisë. Arbër Abazi dyshohet për korrupsion aktiv, ndërsa Igli Tare për pastrim parash.

It is important to remember that during Edi Rama’s public defense of Balluku about a year ago when he opposed SPAK’s request for measures against her, the prime minister declared that Balluku was not accused of corruption, but only of violating equality in tenders. On March 13, he stated that “in this case we are not facing a corruption case, because the prosecution itself has not filed a corruption charge,” an idea he repeated several times thereafter.
Balluk's criminal situation has now changed. SPAK has found concrete benefits from road tenders, significantly worsening the situation of the former deputy prime minister. This has been silent for a year now.
