Just released from prison, businessman Luan Muça, who a few days ago was involved in a gunfight at the Regina Palm resort, has shared his version of the fight with another businessman, Vasil Bedinaj. According to what Luan Muça says, the cause of the gunfight is the property in Palasa, for which two resort permits were issued by the National Territorial Council headed by Prime Minister Edi Rama.
From this version of events, it emerges that Rama's attempt to end the dispute by seizing the property was in fact an attempt to cover up the illegality.
Not in vain, Rama tried to quell the conflict with an unusual act. The Prime Minister decided to confiscate the property, with the explanation that the land would be taken over by the state and olive trees would be planted there. The Prime Minister called what happened a “banal and brutal conflict between two builders” and announced that the government had decided to “expropriate the entire area for the public interest” and turn it into a park dedicated to olive trees.
Rama's intervention in the conflict was strange. Why would the state intervene in a property dispute, when it is known that Albania is teeming with hundreds or thousands of such disputes?
Luan Muça's version of the fight with Vasil Bedinaj
The explanation given by Luan Muça seriously compromises the Prime Minister's position in this event. If Muça's claims are true, the problem is not who owns the land, but how state institutions have acted with that land.
Muça claims that the conflict began precisely after he discovered that another project had been approved on a property that he says he had purchased and included in his project as a strategic investor.
"By chance, from social networks, I saw that a permit had been issued on the land I had purchased and on which investor status had been granted," Muça declared.
According to him, this property was even being advertised for the sale of various units, apartments or villas.

"Pas kësaj, i jam drejtuar AZHT-së për të marrë më shumë informacion rreth kësaj çështjeje. Pas komunikimit që pata, më njoftuan se do të verifikoheshin të gjitha dokumentet e palëve dhe se, deri në momentin e përfundimit të verifikimit të dokumenteve, nuk do të kishte zbardhje të lejes së ndërtimit" thotë Muça.
Paralelisht më këtë, punonjës të AZHT njoftuan biznesmenin tjetër, Vasil Bedinajn se Muça po ankohej për projektin e tij dhe gjithçka po verifikohej.
Për këtë arsye Luan Muça thotë se mori një telefonatë nga Vasil Bedinajn për ankesën e tij. “Pas rreth një ore, jam telefonuar nga shtetasi Vasil Bedinaj, i cili më kërkoi të mos i ekspozoja në AZHT pretendimet e mia mbi pronën time”, thotë Muça.
Pas kësaj telefonate, sipas tij, u la takimi në hotelin e Bedinajt në Orikum. Aty ndodhi përplasja që më pas përfundoi me të shtëna armësh. Muça thotës e Vasil Bedinaj kishte vendosur njerëz të armatosur në hotel dhe ata e kanë qëlluar me të shtëna armësh.
Versioni i ri që jep Luan Muça bie në kundërshtim me pretendimin e Vasil Bedinajt që tha se i kishin ardhur në hotel njerëz të armatosur duke i vendosur një gjobë prej 5 milion eurosh. Tanimë, çështja implikon institucionet shtetërore dhe direkt kryeministrin Rama.
Dy leje ndërtimi mbi të njëjtën pronë
Kompanitë e lidhura me Luan Muçën, “Delta” dhe “DAST”, kanë përfituar në vitin 2021 statusin e investitorit strategjik për projektet “Delta Falaise & Village” dhe “Banyan Tree Hotel”. Për projektin është miratuar gjithashtu dhënia me qira për 99 vjet, me tarifën simbolike 1 euro, e një sipërfaqeje prej rreth 232 mijë metrash katrorë pronë shtetërore në Palasë.
Autoriteti që miraton statusin e investitorit strategjik është Komiteti i Investimeve Strategjike, në krye të të cilit është Edi Rama.
Po në vitin 2021, Këshilli Kombëtar i Territorit miratoi leje që lidheshin me projektet “Delta Falaise & Village” dhe “Banyan Tree”. Edhe KKT drejtohej nga Edi Rama.
Ndërkohë më vonë, siç thotë Muça, Agjencia e Zhvillimit të Territorit ishte në procesin e zbardhjes së lejes së ndërtimit që lidhej me projektin e Regina Palasë, për të cilën flet Luan Muça dhe që ishte reklamuar në rrjetet sociale.
In this situation, instead of proposing the planting of a few olive roots, Rama should have given explanations as to why state institutions did not discover the problems with the construction permit on the same property for two different businessmen? What documents did the institutions have in front of them when they signed two construction permits on the same place in Palasa, which later led to the gunfight?
More than the "sponsor" of two businessmen clashing with weapons, Rama now looks like the official who is trying to hide the traces of an illegal signature for the resort with overlapping properties in Palasa. Thus, the prime minister cannot hide behind the version of a "banal conflict" between two businessmen, but must explain which of the two resorts obtained his signature with regular documents and which with forged documents, actions that must be investigated, before illegality and corruption are buried under the roots of Palasa's olive trees./Lapsi.al
