"389 young men and women of this course now have not only professional knowledge, but are prepared for the reality of one of the most difficult and noble professions in the service of the country", said the Minister of Internal Affairs, Besfort Lamallari, at the ceremony held at the Security Academy on the occasion of the completion of the General Patrol course in the State Police. Addressing the trainees, lecturers, State Police leaders and family members, Minister Lamallari emphasized that the ceremony of completing police training is not simply a formal moment, but marks the beginning of a new mission and responsibility in the service of citizens and the country.
"Ceremonies like today's are rituals that are repeated year after year and at first glance they seem the same. Young people who receive a certificate after completing the course and start a new journey. But in reality they are never the same. Behind every ceremony there are new people, new dreams, families that have been waiting for this day and, above all, there is a new responsibility that is entrusted to someone," said Lamallari.
He underlined that responsibility takes on a special meaning when it comes to the State Police, as preparation is not only related to the completion of an education or training, but to the preparation for a difficult mission: protecting life and guaranteeing the implementation of the law. "There is no higher honor than working for the security of your country, protecting people's lives and property and being by their side in difficult days. You should consider the uniform you wear as trust, responsibility and pride throughout your career in the State Police", the minister underlined.
According to him, the trust of citizens is not gained only through the authority that the law gives to the police uniform, but is built every day through behavior, professionalism and the way of communicating with citizens. “Trust is gained every day on the street, in the neighborhood, in a police station, in a difficult situation, in the way you speak to a citizen, how you respond to an elderly person, how you protect a child and how you intervene in the face of a crime,” said Lamallari.
Duke folur për vizionin e Policisë së Shtetit në vitet e ardhshme, kreu i MPB-së theksoi se policia e gjeneratës së re duhet të jetë një forcë moderne, profesionale dhe njerëzore, e aftë jo vetëm të reagojë ndaj krimit, por edhe ta parandalojë atë. “Policia e gjeneratës së re të Shqipërisë evropiane nuk mund të matet kurrsesi vetëm me forcën e saj përballë krimit, por pashmangshmërisht edhe me aftësinë për ta parandaluar atë, me profesionalizmin për ta goditur dhe me humanizmin për t’i shërbyer qytetarit pa asnjë kompromis”, u shpreh Lamallari.
Ministri e cilësoi Akademinë e Sigurisë pikën e parë të procesit të modernizimit të Policisë së Shtetit, duke theksuar rëndësinë e formimit profesional, dijes, disiplinës dhe përdorimit të teknologjisë. “Policia e Shtetit është në një fazë modernizimi, proces i cili, përtej investimeve tona në teknologji e pajisje të domosdoshme, nis para së gjithash këtu në Akademinë e Sigurisë”, ishte mesazhi i ministrit.
Sipas Lamallarit, modernizimi duhet të shoqërohet me një ndryshim të mënyrës së të menduarit dhe të qasjes ndaj sigurisë publike. “Mbi gjithçka është e domosdoshme që ne të ndryshojmë mendësinë si qasemi, nga një polici që thjesht reagon drejt një policie që parandalon. Nga një polici që shihet vetëm kur ndodh një problem, drejt një policie që është e pranishme çdo ditë pranë qytetarit dhe gjithnjë e më shumë qaset si shërbim, jo thjesht si forcë bazuar te autoriteti që gëzon prej ligjit. Qytetarët nuk duhet t’ju shohin juve si një distancë mes tyre dhe shtetit. Përkundrazi, Policia është fytyra më e afërt e shtetit”, tha Lamallari.
Duke iu referuar procesit të integrimit evropian, ministri tha se transformimi i Shqipërisë duhet të shoqërohet edhe me transformimin e Policisë së Shtetit dhe të standardeve të saj profesionale. Lamallari u përcolli të rinjve një mesazh të drejtpërdrejtë për integritetin dhe përgjegjësinë që mbart uniforma e Policisë së Shtetit.
“Uniforma e Policisë së Shtetit nuk ju jep privilegje, por vetëm përgjegjësi. Do të ketë njerëz që do të përpiqen t’ju joshin, t’ju blejnë, t’ju frikësojnë apo t’ju vënë në provë. Qëndroni të fortë! Mos e bëni pis uniformën, mos e tradhtoni besimin e qytetarit dhe mos harroni kurrë se integriteti është arma juaj më e fuqishme. Mos harroni asnjëherë se pas çdo ndërhyrjeje është një qytetar, është një familje. Pas çdo vendimi është një jetë. Dhe pas çdo polici është besimi që njerëzit kanë te shteti. Jini të fortë përballë krimit, të drejtë përballë ligjit dhe njerëzorë përballë qytetarit! Shërbejini Shqipërisë me nder e qytetarëve me dinjitet e përkushtim! Ndërtoni me punën tuaj Policinë e një Shqipërie Evropiane!”, e mbylli fjalën ministri i Brendshëm.
"Your compass in this mission should have only three directions: towards the law, in the service of citizens and in fulfilling the legacy of the Martyrs of the State Police, at the same time Martyrs of the Homeland.
