Audits, KLSH finds 3.2 million euros of negative effects on the budget in four

The Supreme State Audit Office identified around 314.9 million lek or over 3.2 million euros of negative effects on the state budget from audits completed during the period January-April 2026. The issues include the implementation of public contracts, revenue administration, payments for court decisions, and expenses for salaries and operations. According to the Statistical Bulletin of the Supreme State Audit Office, 58 recommendations have been given for these findings. Of the total value of 314.8 million lek, 84.3 million lek were assessed as economic damage, while 230.5 million lek as ineffective management of funds. All the economic damage identified by the Supreme State Audit Office was found in the area of ​​expenses.

Around 81.4 million lekë, or 97% of the economic damage, is related to violations found during public procurement procedures and the implementation of works or contracts. The SAI cites among the problems liquidations for unfinished works, failure to calculate the final costs of design services and works that did not comply with technical specifications.

The audit institution also highlights shortcomings in the preparation of tender documentation, technical specifications and evaluation criteria, calculation of contract value, selection of procurement procedures, review of bids, announcement of winners and implementation of contracts. Of the 230.5 million lek classified as ineffective management, 126.2 million lek are related to revenues, mainly for non-implementation of obligations from environmental permits.

Of these, 93.6 million lekë were recorded at the National Environmental Agency and regional agencies, while 32.6 million lekë at the “Aleksandër Moisiu” University. The negative effects on expenses amounted to 188.6 million lekë, of which 84.3 million lekë were economic damage and 104.2 million lekë were ineffective management. Within the latter, 59.9 million lekë were related to the execution of court decisions through private bailiffs.

According to the Albanian Supreme Audit Institution, the former Ministry of Economy, Culture and Innovation resulted in 62.2 million lek of economic damage and 56.5 million lek of ineffective management, while the project for the reconstruction of the road in Tragjas resulted in 15 million lek of economic damage. “Aleksandër Moisiu” University resulted in 4.1 million lek of economic damage, 46.3 million lek of ineffective management in expenses and 32.6 million lek of negative effects on income. In the first four months, the Albanian Supreme Audit Institution completed 14 audits in 34 entities and issued 225 recommendations.
