A pink flamingo floats above the crowd as tens of thousands of people fill the Boulevard of the Martyrs of the Nation. Since late May 2026, Albania has been experiencing one of the longest civic mobilizations since the fall of communism. Born in Zvërnec against a luxury tourist project linked to Jared Kushner, in the Vjosa-Nartë protected area, the protest has spread to Tirana and has transformed into a sustained mobilization against Edi Rama’s model of development and power.
Narta, the starting point of an anger that became national
In late May 2026, residents and activists gathered in Zvërnec, near the Narta lagoon. Barbed wire fences and heavy equipment had invaded a rare beach, in the heart of the Vjosa-Narta protected landscape. The area is home to dozens of species of living things, including pink flamingos, pelicans and breeding grounds for them.
The project envisions a large luxury tourist complex on the coast and on the uninhabited island of Sazan, supported in particular by Affinity Partners, Jared Kushner's investment company.
This area is one of the last large, relatively untouched natural spaces on the Albanian Adriatic coast. For years, associations and residents have been warning about the pressure of construction and tourism. The sudden appearance of preparatory works, without extensive public consultation, brought long-standing anger to the point of explosion. Many people see this as a symbol of a development model where decisions are made away from citizens and in favor of large projects.
On May 30, a video circulated: a masked private security guard attacked a protester, under the passive gaze of the police. The footage went viral. The next day, the protest spread to Tirana. Daily demonstrations were held in front of the government headquarters. Pink cardboard flamingos and inflatable pink flamingos became the symbol of the protest. The movement was called the “pink flamingo revolution.”
Lutfi Dervishi, journalist, academic, executive director of Transparency International Albania and lecturer at the University of Tirana, explained to CNEWS: “The turning point came very quickly, when what at first seemed like a local environmental conflict turned into an issue related to the way power is exercised in Albania. Environmental protection was the spark, but the fuel was an accumulated dissatisfaction with governance, lack of accountability and concentration of power.”
From Vjosa-Narta to Tirana: the protest changes size
Përplasjet në Zvërnec përbënë pikën e kthesës. Punonjësit e sigurisë private u ndoqen penalisht dhe licencat e disa kompanive të sigurisë u revokuan. Zemërimi mori një tjetër drejtim: nuk bëhej më fjalë vetëm për lagunën, por për mënyrën se si merren dhe zbatohen vendimet.
Nga qershori, protestat në Tiranë u zgjeruan Të rinj, familje, diaspora dhe shoqëria civile u mblodhen së bashku. Edhe sloganet ndryshuan: «Shqipëria nuk është në shitje», thirrje për dorëheqjen e Edi Ramës, kritika ndaj korrupsionit dhe mungesës së transparencës.
Më 20 qershor, një nga protestat më të mëdha mblodhi më shumë se 150 mijë persona, sipas mediave shqiptare. Tubime paralele u zhvilluan edhe në qytete të tjera dhe jashtë vendit.
Por lëvizja mbeti e decentralizuar, pa një udhëheqje të vetme partiake. Për Lutfi Dervishin, kjo është njëkohësisht forca dhe dobësia e saj: «Ajo nuk ka një drejtim politik tradicional dhe nuk organizohet nga një parti opozitare. Njerëz që nuk do të merrnin kurrë pjesë në një tubim politik mund të marrin pjesë pa pasur ndjesinë se po mbështesin një establishment tjetër politik.»
Jared Kushner është vetëm fillimi i historisë
Emri i Jared Kushner i dha konfliktit menjëherë një jehonë ndërkombëtare. Projekti, i vlerësuar në disa miliarda dollarë, mbështetet në ndryshime të fundit ligjore që kanë modifikuar statusin e mbrojtur të disa parcelave.
Qeveria shqiptare e paraqeti atë si një investim strategjik që mund të krijojë vende pune dhe ta pozicionojë vendin në turizmin e nivelit të lartë. Edi Rama e ka mbrojtur zhvillimin, duke deklaruar se do të respektohen standardet mjedisore evropiane.
Për protestuesit, çështja ilustron një problem më të gjerë: kushtet e dhënies së projekteve, statusin e investitorit strategjik, çështjet e pronësisë mbi tokën dhe ndjesinë se një akses i privilegjuar te pushteti hap dyer që qytetari i zakonshëm nuk mund t’i hapë.
Janë hapur hetime gjyqësore për disa aspekte që lidhen me pronësinë e tokës. Autoritetet dhe zhvilluesit e mohojnë çdo paligjshmëri.
Lutfi Dervishi e përmbledh qartë: «Jared Kushner ka rëndësi, por lëvizja në thelb nuk ka të bëjë me Jared Kushner. Nëse ai do të largohej nesër nga projekti, pyetjet do të mbeteshin po ato: Si miratohen investimet strategjike? Si trajtohen zonat e mbrojtura? Kushner është shndërruar në një simbol, por ai nuk éshtë shkaku. Polemika mban një emër amerikan, por pyetjet që ngre janë thellësisht shqiptare.»
Pas flamingove rozë, gjyqi ndaj modelit Rama
Edi Rama, në pushtet që prej vitit 2013 dhe i rizgjedhur në vitin 2025 për një mandat të katërt, tashmë mishëron establishmentin për një pjesë të popullsisë, veçanërisht për të rinjtë.
«Pas trembëdhjetë vitesh, njerëzit kanë filluar t’i krahasojnë premtimet jo më me qeverinë e mëparshme, por me bilancin e vetë qeverisë», analizon Lutfi Dervishi. «Edi Rama erdhi në pushtet duke mishëruar ndryshimin. Sot ai mishëron establishmentin.
On corruption and the relationship between power and economic interests, he adds: “It’s about the perception that access to political power can determine access to land, public assets, strategic investor status, and decisions in one’s favor. People are increasingly understanding corruption as the capture of public decision-making by private interests.”
Albania is advancing in the process of joining the European Union. The environmental chapter and the requirements for the rule of law make the tension particularly visible.
“You can’t become European just at the negotiating table in Brussels,” Dervishi says. “You have to become European in the way decisions are made in Tirana and in what happens on the ground, in Vjosa-Narta.”
How far can the "pink flamingo revolution" go?
After more than a hundred days, the movement has already achieved something few imagined possible. It has forced a public debate and shaken an international image carefully built by Rama.
But, without a stable structure and without a clear political program, it has not yet proven that it can become an alternative capable of influencing the next elections.
Can it secure concrete concessions for Zvërnec and Sazani? Can it sustainably expand its base? Or will it gradually lose power?
The answer has not been written yet.
What is now clear is that the pink flamingos have ceased to be just birds. They have become a mirror of an Albania that hesitates between a development model based on large projects and a civil society that now demands to know, specifically, in whose favor decisions are being made.
