Vehicles with foreign license plates entering Albania are expected to be included in a new road use taxation scheme.
One of the alternatives that is being evaluated to serve as a reference for this scheme is the E-Vignette system, used in various European countries.
This system enables electronic payment for the use of the road network, where vehicles registered abroad purchase a circulation authorization for a certain period.
In the case of Albania, such a mechanism would allow for the differentiation of payment depending on the duration of the vehicle's stay in the country.
For example, a vehicle entering Albania for a stay of a few days may pay a different fee than a vehicle staying for several weeks or months. However, this is a possible scheme and not an official formula approved by the government.
If the European vignette model is followed, different payment categories could be created according to the period of road use, such as: Daily vignettes for short stays; Weekly vignettes for tourists visiting Albania for holidays; Monthly vignettes for longer stays; Annual vignettes for vehicles that regularly use the Albanian road network.
The system could enable online payment and vehicle identification through license plates and automatic cameras. The goal would be to include foreign vehicles in the financing and maintenance of road infrastructure.
However, the imposition of this tax could affect travel costs for foreign tourists.
Work is currently underway to determine the fees, payment periods, vehicle categories that will be included and the application method. /Scan TV
