Kosovo is at risk of entering a new period of institutional blockade in the absence of a consensus on the election of the president.
If the necessary quorum is not reached for the issue of the head of state, the country will remain without a president from October 5th.
Experts in the field say that in this situation, political parties should decide as soon as possible, if they cannot reach an agreement, to announce new elections.
They warn that a situation where Kosovo remains without a president would bring political and institutional consequences for the country.
"This election of this president must take place before October 4-5. If this does not happen, this is an unprecedented, dangerous situation because it violates the national security of Kosovo. For the first time, a state in the European Union is functioning without a single head of state...", said Vullnet Bugaqku, senior researcher at the Democratic Institute of Kosovo.
Experts in the field say that political parties should not allow any more time to pass without functional institutions.
"When this debate is exhausted, let Kosovo go to the elections and the acting president set a date as soon as possible for holding the elections so that by October 5th we have a new Assembly, a new government and a president who is legitimate and legal, voted for by the Assembly of Kosovo. In these circumstances, after October 5th we will go into constitutional anarchy, there will be no one to call the parties for consensus," said Naim Jakaj, senior researcher at the Kosovo Institute for Justice.
The delay in the formation of institutions has cost Kosovo tens of millions of euros from the Growth Plan, while the political impasse is estimated to damage the country even more.
"Meanwhile, the consequences will be severe, as I mentioned. Finances from the growth plan, finances from the domestic plan, issues related to diplomacy, the foreign service, with Kosovo's lobbying for membership application in the Council of Europe and other organizations, especially in the European Union," Jakaj added.
The Vetëvendosje Movement needs 6 more votes to elect the new president. The Democratic Party, the Alliance and 6 LDK MPs have declared that they will not contribute in this regard. /RTK
