On September 14, 2020, at 6:49 PM, an email from architect Alban Efthimi arrived at the email address of former Minister of Infrastructure, Belinda Balluku.
In this communication, the architect proposed to Balluk aesthetic solutions for a villa in the "Green Coast" complex in Palasa, emphasizing that the project had been revised with the idea that the villa's users would feel "spoiled".
The design concept included an infinity pool, creeping greenery, a dining table at the same level as the water, and a jogging track by the pool for long sessions with a sea view. To emphasize the uncompromising luxury, the architect suggested placing two hot tubs inspired by the famous Roccabella hotel in Santorini, as well as covering the terrace and pool with teak wood for a warm yacht-like feel.
“We have the idea that even if you decide to rent it out one day, users can feel 'spoiled' just like in a hotel,” he wrote to Balluk. “Look at it as an alternative when we finish the renderings and if it doesn't work out, we'll go back to the blue marble,” he added.
According to SPAK's investigations, these exclusive luxury details were not the whims of any random buyer, but the direct demands of the then Minister of Infrastructure, Belinda Balluku, for a villa on the Albanian Riviera that was allegedly obtained through corruption.
According to a decision of the Special Court on the seizure measure, the costs for these architectural requests range from around 290 to 410 thousand euros and were paid by the company “Alko Impex General Construction”, which was being awarded at the same time a tender of 2.2 billion lek [around 23.9 million euros] for the Tirana Ring Road.
The Special Prosecution Office claims that the villa in Palasa is the product of corruption and money laundering.

Bashkë me të në këtë aferë akuzohet biznesmeni Arbër Abazi dhe kompania e tij “Alko Impex General Construction” si dhe ish-futbollisti Igli Tare, pronari në letra i vilës, i cili akuzohet për pastrim parash.
Në total, numri i të akuzuarve individë dhe kompani në dosjen “Balluku” është 24, përfshirë një duzinë me vartës të saj dhe biznesmenë që akuzohen se paguan ryshfet pas përfitimeve të paligjshme të tenderave për infrastrukturën. Në çështjen “Balluku”, SPAK ka bërë bashkë pesë procedime të ndryshme penale.
Ish-zëvendëskryeministrja i ka mohuar akuzat, ndërkohë që kryeministri Edi Rama dhe mazhoranca socialiste i ofruan asaj mbrojtje në pranverë të këtij viti ndaj një kërkese për masë të SPAK.
Si u fsheh vila në Palasë
Balluku u mor e pandehur një vit më parë, fillimisht për abuzimet me tenderin për tunelin e Llogarasë, ndërsa më pas asaj iu shtuan akuzat për një sërë tenderash në infrastrukturë, përfshirë ato për Unazën e Madhe të Tiranës. Prokuroria dyshon se për manipulimin e Lotit 7 të Unazës, Balluku përfitoi punimet luksoze në vilën e Palasës, e cila ishte blerë nga ish-futbollisti i Kombëtares, Igli Tare.
Mekanizmi i detajuar për të mbajtur të fshehur këtë përfitim të dyshuar të korrupsionit u ndërtua përmes përdorimit të emrave të tretë dhe faturimeve fiktive. Zyrtarisht, “Vila familjare 2F nr.188/1” u porosit fillimisht nga Igli Tare me një kontratë sipërmarrjeje të datës 26 nëntor 2020, me çmim prej 250,000 eurosh, dhe u finalizua formalisht në emër të tij me një kontratë shitjeje më 12 shtator 2025.
Sidoqoftë, SPAK thotë se ka provuar se pagesat e Tares mbuluan vetëm vlerën e punimeve deri në fazën e karabinasë. Prokuroria lë të kuptohet se pagesa prej 250 mijë eurosh është një përfitim tjetër i fshehur i Ballukut, pasi kompania e Tares kishte marrë nga Këshillit Kombëtar të Territorit, ku Balluku bënte pjesë, një leje ndërtimi për një kullë pranë Zogut të Zi.
“Vendimi i mësipërm i Këshillit Kombëtar të Territorit, ndër të tjera, është nënshkruar edhe nga shtetasja Belinda Balluku, në cilësinë e Ministres së Infrastrukturës dhe Energjisë (Ministër i linjës)”, thuhet ndër të tjera në vendimin e gjykatës. Po aty shtohet se “Balluku ka në pronësi indirekte pasurinë e regjistruar në emër të personit nën hetim, Igli Tare, objektin ‘Vila familjare 2F nr.188/1, Nukli 27’, në kompleksin ‘Green Coast’, Palasë”.
Sipas Prokurorisë, po ashtu është provuar se ishte Balluku ajo që ka kërkuar dhe marrë si përfitim vlerën e investimit për punimet e tjera të ndërtimit të vilës dhe pishinës së saj. Këto të fundit u morën përsipër nga Arbër Abazi, administrator i “Alko Impex”, për llogari të saj, ndërkohë që menaxhimi i punimeve në terren u krye nga partnerja e Abazit, Lorela Reçi, njëherazi lidhje familjare e Ballukut.
Reçi mori në dorëzim vilën dhe autorizoi hyrjen e kontraktorëve të rinj, por emrat e ndryshëm në kontrata e letërkëmbime, që sipas prokurorisë po përdoreshin për të fshehur pronësinë, futën në konfuzion punonjësit dhe drejtuesit e kompanisë Balfin dhe Mane TCI.
Fillimisht në 2022, një prej anëtarëve të stafit u shkroi kolegëve se dhënia e vilës 188 në dorëzim Reçit i dukej gabim. “Hi… Lorela Reçi ka 187/2, jo 188/1… Mos është lapsus?”, citohet nga prokuroria. Një vit më vonë, në një email të ri drejtuar stafit, një zyrtar i kompanisë shkruante i habitur se “njëra nga 188-at (vilat) i është dorëzuar një tjetër klienti të ndryshëm nga porositësi… Mbi ç’bazë dhe konfirmim?”.
Misteri duket se zgjidhet sipas prokurorisë në emailet dhe bisedat që pasuan dhe që kishin të bënin me punimet e brendshme të vilës. Dhjetëra emaile mes arkitektësh e inxhinierësh tregojnë se kësaj të fundit iu kushtua vëmendje e veçantë, madje në një rast lihet të kuptohet se muret u rrëzuan për së dyti për t’iu përshtatur kërkesave të klientit.
Balluku nuk përmendet në shumicën e emaileve që tregon kujdesin e personave të përfshirë, por pakujdesitë digjitale dhe kontabiliteti i furnitorëve të jashtëm zbuluan “sekretin”. Një tabelë e sekuestruar nga sistemi informatik i kompanisë që ndërtoi pishinën për vilën, e kishte regjistruar porosinë pa doreza me gërma kapitale: “PISHINA ARBER ABAZI (DHËRMI) + BELINDA” me një kosto prej 25,000 eurosh.
Zbulimi i dytë erdhi në komunikimet e vazhdueshme mes arkitektit Alban Efthimi, stafit të “Mane TCI” dhe Belinda Ballukut, përfshirë dy emaile që Efthimi i drejtoi direkt Ballukut dhe që duken thelbësore në dokumentimin e pasurisë së fshehur. Në dosje nuk thuhet nëse Balluku është përgjigjur. Por pavarësisht se ishte e qartë se nga vinin porositë, punimet e brendshme nuk iu faturuan as Ballukut dhe as Tares, por kompanisë “Alko Impex Construction”. Kjo e fundit në letra nuk kishte asnjë lidhje me vilën, por sipas preventivave të zbuluara në kompjuterët e studios “Atelier 4”, rezulton të ketë paguar mes 288,616 euro deri në 410,526 euro për punimet e luksit.
Manipulimi i tenderit
Hetimet e SPAK ndaj Belinda Ballukut tregojnë se pagesat për ndërtimin e vilës nga “Alko Impex Construction” nuk ishin falas.
According to the court decision, they were obtained as a reward for one of the procurement procedures conducted by the Albanian Road Authority, the tender “Construction of the Tirana Outer Ring Road, Lot 7”, with a limit fund of 2.2 billion lek. According to the prosecution, this tender and others were manipulated under Balluk’s instructions for the former director of the ARRSH, Evis Berberi, and his subordinates.
The decision notes that the procedure was initiated in complete violation on August 9, 2021 by Deputy Director Gentian Gjyli without yet receiving the approval of the Ministry, which came a day later. The deadlines for the companies were limited in violation of the law, while the process was controlled from Evis Berberi's mobile phone through the "Signal" application, where he received orders from Balluku and set his subordinates in motion.
SPAK cites several conversations captured on Berberi's cellphone in which he asks for instructions from Balluku on the tenders. Thus, on October 1 at 10:50, Evis Berberi writes to the minister to ask if there were any changes to the plans. "Ok, I'm waiting, I need 3 hours if there are any changes," he says. Two minutes later Balluku replies laconic: "No changes."
A week later, on October 7, 2021, the Bid Evaluation Commission announced the winner of the cooperation between the companies “Alko-Impex General Construction” and “2T” sh.pk, with an economic bid of 2.2 billion lek. Despite the value of the tender and the importance of the facility, the winner was in fact the only competitor, as all other companies were previously excluded from the competition.
The prosecution says that despite being declared the winner, the consortium of operators had a number of problems and, among other things, is suspected of having lied about the vehicles and staff, declaring them as exclusive to the project, while having them engaged in other work. The prosecution finds that this was a massive falsification of capacities, as the two winning companies had declared staff and vehicles that were fully occupied in ten other parallel contracts with the ARRSH. The company “2T” was engaged in 4 other contracts with dozens of trucks and engineers, while “Alko Impex” had declared fictitious technical staff that in fact operated in 6 other road maintenance contracts./ Reporter.al
