Eight years after the disappearance of 24-year-old Elvis Troqe, the Vlora Court of First Instance of General Jurisdiction has officially declared the young man missing. The court's decision was made on June 15, 2026 and has now been published in the Official Gazette. In it, his mother, Marsela Troqe, was appointed guardian for the administration of her son's movable and immovable assets. Troqe lost contact with his family on the evening of July 17, 2018. At the time, the 24-year-old had just returned from Italy after completing a sentence for drug trafficking.
In November 2018, the young man's father stated that the boy had gone out while telling him he had a surprise.
"On July 17th, I had my daughter-in-law and mother-in-law's birthday. I had booked a bar in Ujë e Ftohtë for 10 people. At twenty minutes to 7, the boy came out of the house, I told him not to be late, he said I won't be late because I will give you a surprise. I asked him what it was, he told me he had found a girl and wanted to get engaged to her. I went down, went inside the bar, met the owner, asked him where Elvis was, he told me he had run away with a friend. I asked him who this was, waited and waited, took my nephew and brother and said I was going to meet Ini's nephew. I called Ini on the phone, she said I was in the hospital. I went to the house and I also mixed up the door, I didn't knock on the right door. I went to the police, filed a report that night, the next day I filed a complaint," his father said at the time.
According to data made public during the investigation, a gray Mercedes-Benz vehicle was waiting on the main road. Elvis Troqe was seen greeting the driver and then getting into the vehicle, where it was reported that two other people were also present. From that moment, Elvis Troqe's traces were also lost. The investigation raised suspicions that the case might not have been related to an ordinary disappearance. At that time, the Vlora Prosecutor's Office stated that elements of the criminal offense of kidnapping had been found in the referenced materials. Investigators also carried out other investigative actions, including searches in Inez Hajrulla's apartment. He stated that he had gone for physiotherapy that afternoon and that he did not know Elvis Troqe.
