The Director General of Prisons, Sadleva Bodo, after signing the transfer of Erion Veliaj from Durrës prison to Fier and Ergys Agas from Bradashesh prison also in Fier, has delegated the powers to her deputy, Anesti Kapllani. According to the order signed on October 28, Kapllani will exercise all the powers of the Director General of Prisons, from 08:40 on October 29 until 13:00 on November 1.
During the delegation period, the Head of Department must adapt the work to the instructions of the head, avoiding essential changes that are not necessary in special circumstances. Also, the Deputy Director must inform the Director General in detail, electronically, about the daily activity, at the end of the official working hours.

In implementation of Law 44/2015 “Code of Administrative Procedures of the Republic of Albania”. Law No. 90/2012 “On the organization and functioning of the state administration”. Law No. 129/2024 on some amendments to Law 81/2020 “On the rights and treatment of prisoners and detainees”, in Order No. 122, dated 13.02.2025 of the Minister of Justice, amended by Order No. 135, dated 19.02.2025. “On the approval of the regulation “On the determination of the internal working methods and conduct of the personnel of the General Directorate of Prisons and Institutions for the Execution of Criminal Decisions”:
I ORDER:
Delegation of authority of the Director General of Prisons to Mr. Anesti Kapllani with the position of Deputy Director General.
The exercise of the authority delegated in this order is valid from 29.10.2026, at 08:40, until 01.11.2026, at 13:00.
During this period, the person in charge must adapt the work to the instructions of the head, not aiming for fundamental changes that are not necessarily required in special circumstances.
The authority delegated in this order implies the exercise by Mr. Kapllani of all the powers of the function of the Director General of Prisons.
At the end of the official working hours, Mr. Kapllani informs the Director General in detail via electronic means regarding the daily activity.
This order enters into force immediately.
