The impasse over salaries in the justice system has also brought about the first boycott by the judicial administration. Employees and secretaries of the Civil Chamber of the Court of Tirana have blocked services, demanding clarification as to why they have not yet received their August salaries and what will happen to them. The administration has informed the President of the Court about the boycott, while employees have been informed that a position will be taken after the meeting of the presidents of all courts, scheduled for 3:00 PM at the High Court.
The heads of prosecution offices will also meet today to discuss the blocked salaries. Prosecutor General Olsian Çela has called a meeting of the heads of district prosecution offices and the Association of Prosecutors of Albania, while members of the KLP are also invited. The meeting will be held without the presence of the media. The impasse began after the Parliament did not approve the new formula for magistrates' salaries within the July 31 deadline, as requested by the Constitutional Court. After the deadline passed, the KLGJ and the KLP argued that they were obliged to implement the Constitutional Court's decision themselves and set the new reference salary of 222 thousand 425 lek, up from 156 thousand 800 lek that was previously, plus the addition of 14 thousand lek for the level of qualification.
The Ministry of Finance did not execute the payrolls calculated with the increase, arguing that determining the salary formula is the competence of the Assembly and requested that they be resentred according to the previous methodology. As a result, not only judges and prosecutors, but also employees of the administration of the courts and prosecutor's offices have been left without their August salaries.
