Kosovo dependent on Brazilian meat, as EU imposes restrictions

Kosovo has imported over 50 million euros of beef and chicken from Brazil in the first seven months of this year alone. Brazil is Kosovo's largest supplier of these products, but from September 3rd some of its animal exports will face restrictions in the European Union.

The reason is related to EU rules on the use of antimicrobials in animals that end up in the food chain. Albania has announced that it will implement similar measures from the same date. Kosovo, so far, has not announced any measures, although a significant part of the meat it imports comes precisely from this South American country.

According to Kosovo Customs data, from January to July 2026, the value of beef and chicken imported from Brazil exceeded 50 million euros.

For comparison, imports of these two types of meat from all other countries combined have reached over 65 million euros during the same period.

These figures do not include live animals imported for slaughter, nor processed beef and chicken products.

According to European Union rules, live animals and products of animal origin imported from third countries must not come from animals treated with antimicrobial products for growth promotion or increased production.

A European Commission spokesperson told Radio Free Europe/Radio Liberty that, from September 3, 2026, all animals and products of animal origin for human consumption exported to the EU must meet these requirements.

"Brazil was excluded from the list of authorized countries because it had not put in place the necessary measures to provide the EU with guarantees that the rules on the use of antimicrobials were respected throughout the life cycle of animals," the European Commission's response states.

Antimicrobials are substances used to fight microorganisms that cause disease.

This group also includes antibiotics.

Professor of food safety at the University of Pristina, Sali Salihu, says that the uncontrolled use of antibiotics in livestock can favor the creation of resistant bacteria, which can also be passed to humans through the food chain.

"When bacteria become resistant to antibiotics, treating infections in humans becomes much more difficult and the illness can last longer," Salihu tells Radio Free Europe.

For this reason, he believes that Kosovo should also review the measures taken by the European Union, especially due to its heavy dependence on Brazilian imports.

“Kosova duhet t’i harmonizojë edhe ligjet, edhe vendimet me BE-në”, thotë ai.

Kosova nuk është anëtare e Bashkimit Evropian dhe, ndryshe nga vendet e tjera të Ballkanit Perëndimor, nuk e ka statusin e vendit kandidat, ndonëse ka aplikuar për anëtarësim në dhjetor të vitit 2022.

Komisioni Evropian sqaron se masa për importet zbatohet për shtetet anëtare të BE-së.

“Në kuadër të negociatave për anëtarësim në BE, vendet kandidate do të duhet të harmonizojnë plotësisht legjislacionin e tyre me kërkesat e BE-së deri në momentin e anëtarësimit”, thuhet në përgjigjen e Komisionit.

Ministria e Bujqësisë e Kosovës nuk iu përgjigj pyetjeve të Radios Evropa e Lirë nëse po shqyrton masa të ngjashme ndaj importeve nga Brazili.

Çdo kufizim eventual ndaj mishit brazilian do të prekte një treg që tashmë varet në masë të madhe nga importet.

Sipas të dhënave të Ministrisë së Bujqësisë, prodhimi vendor i mishit mbulon vetëm 34.2 për qind të nevojave për konsum, ndërsa konsumi vjetor i mishit është rreth 35.7 kilogramë për banor.

Mishi i importuar nga Brazili gjendet në markete dhe mishtore, por, sipas Salihut, përdoret veçanërisht në sektorin e gastronomisë, ndër të tjera për shkak të çmimit më të ulët.

Derisa një kilogram mish i freskët i gjedhit në mishtore mund të kushtojë deri në 15 euro, mishi i ngrirë i importuar nga Brazili mund të blihet për më pak se 10 euro për kilogram.

Salihu ngre pikëpyetje për cilësinë dhe mënyrën e trajtimit të mishit të importuar.

“Mishi i importuar nuk ka një garanci të cilësisë. Në shumicën e rasteve ai vjen i ngrirë, këtu përpunohet. Por, nuk e dimë se sa ka qëndruar në depot e Brazilit apo në shtetet e tjera të origjinës. Nuk e dimë as mënyrën e trajtimit të kafshëve, nëse janë përdorur aditivë, hormone apo antibiotikë”, thotë ai.

Përfaqësuesit e sektorit të hotelerisë paralajmërojnë për anën tjetër të problemit: nëse importet nga Brazili kufizohen pa burime alternative furnizimi, çmimet mund të rriten.

Kryetari i Odës së Hotelierisë dhe Turizmit të Kosovës, Hysen Sogojeva, thotë se prodhimi vendor nuk është i mjaftueshëm për t'i plotësuar nevojat e tregut.

“Kosova nuk ka prodhim të mjaftueshëm të këtyre produkteve. Mungesë të mishit ka edhe në rajon, prandaj importohet nga Brazili”, thotë Sogojeva për Radion Evropa e Lirë.

Sipas tij, shtrenjtimi eventual i mishit do të reflektohej edhe në bizneset e gastronomisë dhe hotelerisë.

“Bizneset shërbyese janë të interesuara të furnizohen me mish vendor, por kjo është e pamundur”, thotë ai.

Salihu thotë se mungesa e mishit të importuar nga Brazili mund të shfrytëzohet si mundësi për të rritur prodhimin vendor.

Sipas tij, për këtë nevojitet rritja e fondit blegtoral dhe mbështetja më e madhe e fermerëve.

“Fermerët duhet të investojnë në këtë sektor. Është në interesin e tyre që ky sektor të bëhet i rëndësishëm, sepse kërkesa në treg po rritet. Por, pastaj, edhe shteti duhet ta rrisë fondin blegtoral”, thotë Salihu.

Kosova i mbështet fermerët përmes subvencioneve dhe granteve investuese.

According to the Green Report, in 2024, the budget for the Direct Payments Program was over 66 million euros.

Within the framework of livestock schemes, 90 euros per year have been allocated for dairy cows, 50 euros per year for reported cattle slaughter, and 25 euros per year for calves.

However, the livestock fund has not recorded sustainable growth.

In 2025, Kosovo had 241,423 cattle - about 20 thousand fewer than in 2020.

For Salihu, part of the solution to import dependence must be sought precisely here.

"Any farmer who wants to increase the number of calves, whether for meat or milk, may have an economic interest. The conditions are the same, only interest is needed and the effects will be chain-like: the farmer wins, the economy wins, but also the citizens are fed with quality and safe meat," concludes Salihu./REL
