By Romeo Farinella* We know that dictatorships and autocracies make Western star architects dance to the rhythm of million-dollar fees, always ready to teach lessons on sustainability, but often an expression of what Mike Davis defined in 2007 as the “Dream World” of neoliberalism.
An increasingly green phantasmagoria, rich in trees and planted facades, energy efficient, but increasingly socially exclusive. Albania is becoming one of the laboratories of this new architectural “Eldorado”, as narrated in the book “Albanian Files: Freedom and Architecture”, published in 2026 with a foreword by Prime Minister Edi Rama.
The volume brings together contributions from 60 international studios - including Stefano Boeri, MVRDV, OMA, Archea Associati and EMBT - presenting hundreds of completed or ongoing projects. More than an architectural catalogue, it is a manifesto for the development model promoted in recent years. This model is being challenged by the increasingly active "Flamingo Revolt" in the country, which is based on 4 elements: the rhetoric of sustainability as a driver of real estate income; the privatization of nature, especially along the coast; and the role of renowned architects as a means of symbolic legitimization of power.
Albania is not just a country affected by real estate speculation: it is becoming a laboratory of urban neoliberalism, characterized by the concentration of decision-making power, urban deregulation, the centralization of foreign investment, and the use of architecture to build consensus. The “Albanian Files” are a manifesto of this.
Iconic architecture transforms speculative real estate transactions into images of modernity. As Guy Debord predicted, spectacle does not conceal power: it constitutes a form of legitimization. The language of sustainability - trees, biodiversity, climate neutrality - makes desirable a model that continues to lead to the concentration of wealth and social exclusion. The same mechanism is observed in Milan, where ecology becomes a tool for real estate marketing.
Arkitektura bashkëkohore merr kështu karakteristikat e një manierizmi të bazuar në çuditshmërinë e formave dhe mundësitë e ofruara nga modelimi dixhital, shpesh i pavarur nga kontekstet urbane. Një shembull kryesor është “Ndërtesa Skënderbeu” e MVRDV-së - e njohur si “Shkëmbi i Tiranës” - e cila e transformon heroin kryesor kombëtar të Shqipërisë në një markë pasurish të patundshme. Fytyra e Skënderbeut bëhet fasada e një kulle luksoze banimi: trashëgimia simbolike e kombit përfshihet në zhvillimin e tokës, ndërsa identiteti kolektiv nxit të ardhurat dhe spektakolizimin e qytetit. Kjo qasje është ndikuar fuqimisht nga trashëgimia e Rem Koolhaas dhe një brezi dizajnerësh - Zaha Hadid, Bjarke Ingels, MVRDV, Boeri dhe të tjerë - të cilët përdorin temat sociale dhe mjedisore si kornizë narrative për projekte të integruara plotësisht në dinamikën ekonomike të kapitalizmit global. Qyteti neoliberal përvetëson kodet gjuhësore lokale dhe i rikompozon ato në një kolazh imazhesh globale funksionale për tërheqjen e kapitalit.
Për kapitalizmin e pasurive të paluajtshme, demokracia është një mundësi, jo një parim që duhet respektuar. Në regjimet autoritare, një marrëveshje midis investitorëve dhe pushtetit është e mjaftueshme. Në demokraci, konsensusi ndërtohet përmes aparateve të sofistikuara të komunikimit, në të cilat një e ardhme e gjelbër i lë në hije çështje të tilla si e drejta për strehim, hapësirë publike dhe e drejta për qytet. Në këtë mënyrë, autoritarizmi tenton të depërtojë edhe në sistemet demokratike. Parathënia nga Reinier de Graaf, një partner në OMA, është domethënëse.
Me një ton provokues, ai ka frikë se një ndryshim qeverie mund të prishë atë që ai e quan "Meka e arkitekturës bashkëkohore", duke shkuar deri aty sa të sugjerojë anulimin e zgjedhjeve dhe lënien e Ramës "president përjetë, ndoshta edhe mbret", duke shpresuar për "një autokrat dashamirës me shije". Përtej ironisë, del qartë marrëdhënia e legjitimitetit të ndërsjellë midis pushtetit politik, fitimit dhe prodhimit arkitektonik, e mbushur me egocentrizëm.
Kjo është arsyeja pse protesta në Nartë kundër mega-resortit të promovuar nga dhëndri i Donald Trump në një zonë me vlerë të lartë natyrore, ashtu si demonstratat që përshkuan Tiranën në javët e fundit, i tejkalon kufijtë e Shqipërisë. Flamingot janë bërë simbol i një konflikti që tani prek shumë qytete dhe demokraci: konflikti midis të drejtës kolektive për tokën dhe qytetet dhe reduktimit të tyre në asete financiare. Ajo që është në lojë nuk është vetëm demokracia urbane, por vetë cilësia e demokracisë. Sepse kur transformimet territoriale vendosen kryesisht për hir të të ardhurave dhe investimeve, duke kufizuar hapësirën për debat publik, nuk është vetëm qyteti që ripërcaktohet: vetë kuptimi i demokracisë ndryshon.
