Kosovo businessman Behgjet Pacolli has published on social media a letter he sent to the Minister of Energy and Infrastructure Enea Karakaçi regarding the Vlora Airport issue. Pacolli emphasizes why the company MABCO is not being allowed to complete the investment.
"In March, our company was ready to enter the certification phase and advance towards the completion of the project. However, the works were blocked in circumstances that we consider illegal and with the involvement of State Police structures. At such a moment, when we expected the responsible institution to protect legality, the contract and the public interest, there was no institutional intervention that the situation required" - Pacolli writes, among other things.

Honorable Minister Enea Karakaçi,
I address you publicly and institutionally with an appeal in the name of correctness, legality and, above all, the interest of Albanian citizens: Allow us to complete the Vlora Airport project.
Mr. Minister,
For more than nine months, we have been sending you repeated letters and requests for a meeting with you. We have come in person and waited for days in the hope that we would be given the opportunity to present to you directly the problems, obstacles and injustices that, in our assessment, are being caused to the project by the actions and inactions of the institution you lead.
It is about a concession project linked to our company through a contract signed with Albanian state institutions and an investment worth hundreds of millions of euros.
In March, our company was ready to enter the certification phase and advance towards the completion of the project. However, the works were blocked under circumstances that we consider illegal and with the involvement of the State Police structures. At such a moment, when we expected the responsible institution to protect the legality, the contract and the public interest, there was no institutional intervention that the situation required.
Our company has a legal and moral obligation to protect its investment, the contract and the rights that stem from it. But our goal is not to punish the Albanian state, much less Albanian citizens.
MABCO seeks solutions, not conflict, not arbitration, but if you leave us no other way, then it is not our responsibility.
Mabco only seeks legality and legality. Mabco does not seek privilege.
Mabco only asks to be allowed to fulfill its obligations and complete the Vlora Airport project, but legally.
Therefore, we once again call on you to intervene institutionally, guarantee respect for the law and the contract, and create the conditions for this project to be completed.
Vlora Airport has the potential to become a pearl of Albanian infrastructure, a strategic project for tourism, the economy and the development of the country, as well as a successful example of cooperation between the Albanian state and a company with international experience.
The history of our company speaks for itself: the projects we have undertaken are numerous and have been implemented and completed with exemplary success.
We want Vlora Airport to be a success story for Albania and for all of us.
Mr. Minister, the time for action is now, please!
Therefore, we call on you, in the name of the law, institutional responsibility, and the interest of Albanian citizens, to give us the opportunity to complete this project.
