In a hall packed with State Police employees on October 19, Prime Minister Edi Rama divided the protest into two fronts and promised a reward of 2,500 euros for each frontline police employee.

"For all the resistance, for all the sacrifice, for all the courage and above all for the dignity with which you are facing not only these...we will immediately make available to you an amount of 2,500 euros for each member of staff who is on this front, because you not only have stress, but you also need to spend extra money at this moment," Rama declared.

Within a day, the Council of Ministers opened a fund of 759 million lek for the remuneration of 2,821 police officers, who for two weeks have been fighting student protests with tear gas, pressurized water, batons and rubber bullets.

The protests of recent weeks have radicalized into clashes and damage to public and private property, as the demands of four months of peaceful protests fell on deaf ears.

After successive reforms to increase public trust, the Albanian State Police is once again suffering from the perception of a politicized institution, especially in the senior leadership ranks. The wearing of blue uniforms during the anti-government protests of recent weeks raises questions about its even more extreme politicization.

Although giving a bonus for extended working hours is not automatically illegal, according to security expert Redion Qirjazi, there is a risk that officers will read it "as personal gratitude from the authorities."

"How can an employee make the distinction that he is being evaluated for service to the state and not to the government," asks Qirjazi, director of the Mary Ward Loreto Foundation.

Romario Shehu, a researcher at the Institute for Democracy and Mediation, is also concerned about the message the government's decision conveys in the context of the protests.

“When the government financially rewards officers after massive protests against it, in a context where there are reasonable allegations of excessive use of force, especially against minors, there is a risk that the decision will be perceived as political approval of police actions,” Shehu said.

Accountability in the shadows

He also suggests that the decision and its implementation could be audited by relevant institutions, including Parliament, the Ombudsman and the Supreme State Audit Office, in order to guarantee democratic control and political impartiality./ BIRN
