"Die Presse": Rama's promise to enter the EU in 2030, a vain wish

"Albania towards the EU without a plan B", but the path to Brussels passes through many major challenges.

This is how the Austrian newspaper Die Presse describes the country's European journey, raising some questions about the obstacles in the integration process.

In an extensive analysis, Austrian media writes that Tirana has made progress in negotiations with the European Union, having opened all chapters in record time, while the Albanian government aims to complete the process by 2027 and EU membership by 2030.

However, Die Presse emphasizes that opening the chapters is only the beginning of a much more difficult path, because closing them requires real fulfillment of European standards, especially in the fight against corruption, strengthening the rule of law, and guaranteeing fundamental freedoms.

The newspaper also brings to attention the protests of recent weeks in Albania against tourism projects in protected areas, quoting European MEPs who warn that economic development cannot come into conflict with the values ​​of the European Union.

By Thomas Roser/ Although Tirana opened all negotiation chapters in record time, the first obstacles on the road to EU membership are emerging. Prime Minister Edi Rama's promise of EU membership by 2030 now looks more like a vain wish.

The ubiquitous star-spangled flag of Europe is not just a symbol that Albania's top diplomat keeps constantly in front of his eyes in his office. His country, says Minister of Foreign Affairs and Europe Ferit Hoxha in Tirana, "has absolutely no plan B."

"We have only one plan – to become members of the European Union."

An experienced diplomat never underestimates his work. In a record time of just 11 months, Albania has not only opened all 33 chapters of EU accession negotiations, but has also met the 10 quality standards (“benchmarks”) set by the European Union for their closure. This is how the 59-year-old diplomat praises the Albanian effort: “We achieved this because we were well prepared, we had a plan, a fantastic government and the full support of our EU partners.”

Before last year's parliamentary elections, Prime Minister Edi Rama (SP) promised with great conviction that membership negotiations would be completed by the end of 2027, while Albania would become an EU member by 2030.

Megjithatë, pavarësisht nisjes së shpejtë të Shqipërisë në këtë “garë me pengesa” drejt anëtarësimit dhe mbylljes së tre kapitujve të parë të negociatave në mesin e korrikut, premtimi për një anëtarësim të përshpejtuar deri në fund të dekadës duket gjithnjë e më pak realist.

Vështirësitë dhe pengesat e para

Nga njëra anë, përvoja tregon se është shumë më e vështirë të mbyllen kapitujt e negociatave sesa të hapen.

Nga ana tjetër, Shqipëria vazhdon të ketë mangësi të konsiderueshme, të cilat tashmë po shfaqen edhe gjatë negociatave me Bashkimin Evropian.

Edhe në Bruksel kanë bërë jehonë protestat disajavore të quajtura “Flamingo”, të cilat kundërshtojnë dy projekte luksoze turistike, të konsideruara jo transparente, të planifikuara brenda dhe pranë deltës së mbrojtur të lumit Vjosa.

Sipas eurodeputetit të Partisë së Gjelbër, Daniel Freund, pas vizitës së tij në Shqipëri në korrik: “Kryeministri Rama dëshiron ta çojë vendin drejt Bashkimit Evropian. Por kush shet natyrën dhe dobëson shtetin ligjor, shkel vlerat evropiane.”

Edhe eurodeputetja e Gjelbër Jutta Paulus kundërshton përshtypjen që Rama përpiqet të krijojë se ai vetë është garancia e anëtarësimit të Shqipërisë në BE: “Anëtarësimi në Bashkimin Evropian nuk varet nga një person, por nga përmbushja e kritereve të qarta: demokracia, shteti ligjor dhe të drejtat themelore. Çdo qeveri duhet të gjykohet sipas këtyre standardeve.”

Rënie në indeksin e korrupsionit

Portali European Western Balkans e përshkruan situatën në mënyrë diplomatike: “Anëtarësimi në BE është tashmë në horizont për Shqipërinë, por lufta kundër korrupsionit dhe garantimi i pavarësisë së sistemit të drejtësisë mbeten sfidat më të mëdha.”

Në fakt, Shqipëria ka rënë më tej në Indeksin e Perceptimit të Korrupsionit të organizatës Transparency International.

Tani ajo renditet në vendin e 91-të, para Etiopisë, por pas Kubës.

Edhe në Indeksin Botëror të Lirisë së Shtypit, me gjithë vlerësimet e vazhdueshme nga Brukseli, Shqipëria ka humbur pozicione dhe renditet tashmë në vendin e 83-të, pas Republikës së Afrikës Qendrore, por para Mongolisë.

Pse Shqipëria po i afrohet gjithsesi Bashkimit Evropian?

Pavarësisht mangësive që Komisioni Evropian i përmend çdo vit në raportet e tij, Shqipëria vazhdon të afrohet me BE-në.

Nga njëra anë, Tirana ka arritur rezultate të padiskutueshme në ngritjen e SPAK-ut (Struktura e Posaçme Kundër Korrupsionit dhe Krimit të Organizuar), e krijuar nën presionin dhe mbështetjen e Bashkimit Evropian.

Falë hetimeve të SPAK-ut, disa politikanë të dyshuar për korrupsion ndodhen tashmë në paraburgim.

Nga ana tjetër, edhe momenti gjeopolitik mund të favorizojë një anëtarësim relativisht të shpejtë të Shqipërisë në Bashkimin Evropian.

Rreziku i një vakuumi pushteti

The war in Ukraine, which began in 2022, has dramatically shown the European Union the danger of creating a power vacuum in its long-neglected “waiting room.” After years of what was called “enlargement fatigue,” even the old EU member states are increasingly trying to revive the enlargement process, which for a period was almost completely frozen.

However, apart from Montenegro, which Brussels considers the "enlargement leader" and which has already closed more than half of the negotiation chapters, currently hardly any other candidate country in the Western Balkans seems ready for membership in the near future.

Self-imposed blockades in Bosnia and Herzegovina, as well as Kosovo, the newest state not yet recognized by all EU member states, have yet to even open membership negotiations. North Macedonia has been blocked for years by its neighbor, Bulgaria. Meanwhile, authoritarian-ruled Serbia is falling further and further behind due to democratic shortcomings and a refusal to join sanctions against Russia.

Tirana seeks acceleration

On the other hand, Albania is clearly moving towards the West and, at least so far, has shown a willingness to implement the reforms required by the European Union. However, implementing reforms often proves to be much more difficult than approving them. Moreover, even political moments that seem favorable for EU integration can change quickly if the international political climate changes.

Therefore, Tirana is demanding that the process be accelerated. “We hope to maintain this pace, this dynamic and this positive momentum,” Foreign Minister Ferit Hoxha declares resolutely.

However, even European Union diplomats in Tirana are expressing doubts about whether Albania will manage to respect the deadline it has set for itself and which Brussels has diplomatically described as "ambitious."

According to the warning message of the European Parliament's progress report on Albania, adopted in June, content is more important than speed. Ultimately, the quality of the reforms adopted and implemented will determine the timing of Albania's accession to the European Union.
