The acting Minister of Foreign Affairs and Diaspora of Kosovo, Glauk Konjufca, has reacted to the statement made the day before by Ukrainian President Volodymyr Zelensky, expressing regret and emphasizing that he opposes the presentation of Kosovo through the prism of Serbia's territorial integrity.
"Kosovo remains steadfast in its support for the sovereignty, independence and territorial integrity of Ukraine. At the same time, we firmly oppose any presentation of the Republic of Kosovo through the prism of the territorial integrity of Serbia," Konjufca said in his reaction to X.

During his first official visit to Belgrade, Zelensky said that his country has not changed its position regarding non-recognition of Kosovo and said that it respects Serbia's territorial integrity and international law.
The Ukrainian leader said his country is grateful to Serbia for respecting Ukraine's territorial integrity, including Crimea - which Russia illegally annexed in 2014.
Konjufca responded to this statement, stating that Kosovo would welcome recognition from Ukraine, arguing that such a decision would strengthen the principles of freedom, democracy and international law that "Ukraine is defending today."
Konjufca said that the state of Kosovo was born from the people's struggle for freedom and their liberation in 1999 came after "years of systematic oppression and the genocidal campaign of the Milosevic regime."
"What followed was not an act of territorial complaint, occupation or conquest, but a comprehensive international process under United Nations administration and international mediation for the final status of Kosovo," Konjufca said.
He said that when the negotiations ended, UN special envoy Martti Ahtisaari recommended independence as the final status for Kosovo and presented a comprehensive framework for the new state, which, according to him, includes some of the broadest constitutional guarantees in Europe regarding non-majority communities. Konjufca said that the declaration of independence was the culmination of this political and historical process, while recalling that in 2010, the International Court of Justice said that Kosovo’s declaration of independence did not violate international law.
“Pikërisht për këto arsye, përpjekjet e Rusisë për të përdorur Kosovën si precedent apo si justifikim për pushtimin, okupimin ose përpjekjen për aneksimin e territorit ukrainas janë historikisht dhe juridikisht të pavërteta. Nuk ekziston një paralele e tillë”, tha Konjufca.
Presidenti rus, Vladimir Putin, në të kaluarën e ka përmendur disa herë Kosovën. Në prill të vitit 2022, Putin tha se nëse Kosova mundet të shpallë pavarësinë, pse nuk munden Donjecku dhe Luhansku, duke iu referuar dy rajoneve separatiste ukrainase, që Rusia në shkurt të atij viti i njohu si shtete të pavarura.
“Është fakt që shumë shtete perëndimore e kanë njohur Kosovën si shtet të pavarur. Ne e kemi bërë të njëjtën gjë me republikat e Donbasit”, kishte thënë Putin 26 prill 2022 gjatë një takimi me sekretarin e përgjithshëm të OKB-së.
Ai po ashtu e ka krahasuar edhe aneksimin e Krimesë nga Rusia me Kosovën.
Kosova vazhdimisht ka kundërshtuar këto krahasime.
Serbia refuzon të pranojë pavarësinë e Kosovës dhe në Kushtetutën serbe, Kosova është ende pjesë e territorit të saj.
Konjufca po ashtu kujtoi se pavarësisht mosnjohjes, Kosova e ka mbështetur Ukrainën që nga dita e parë e luftës, e ka dënuar pushtimin, ka vendosur sanksione ndaj Rusisë dhe Bjellorusisë, ka ofruar ndihmë financiare dhe ka strehuar gazetarë ukrainas, si dhe ka ofruar trajnime ushtarake.
“Po aq e rëndësishme është të rikujtohet një dallim i qartë: përderisa Kosova ka vendosur sanksione ndaj Rusisë, Serbia nuk është përafruar me sanksionet e BE-së të vendosura në përgjigje të luftës së agresionit të Rusisë kundër Ukrainës”, tha ai.
Në Prishtinë largohet flamuri ukrainas
Konjufca është zyrtari i parë qeveritar që reagon ndaj deklaratës së Zelenskyt në Beograd. Megjithatë, më herët gjatë 9 gushtit, Komuna e Prishtinës ndërmori një veprim për të kundështuar atë që udhëheqësi ukrainas tha.
Komuna e largoi një flamur të vendosur në qendër të qytetit, me mbishkrimin “Free Ukraine” (Liri për Ukrainën).
“Shteti i Kosovës duhet të respektohet. Kur Kosova nuk respektohet, kryeqyteti, Prishtina përgjigjet gjithmonë njëjtë”, tha kryetari i Prishtinës, Përparim Rama në një postim në rrjetet sociale.
Flamuri ishte vendosur në qendër të Prishtinës pas shpërthimit të luftës, në shenjë solidariteti me Ukrainën.
Rama tha se populli i Kosovës gjithmonë solidarizohet me popujt që përballen me luftë, dhunë dhe persekuptim sepse “e dimë çfarë do të thotë të luftosh për liri, dinjitet dhe të drejtën për të ekzistuar si shtet”.
“Por, asnjë kauzë dhe asnjë politikë nuk mund të ndërtohet duke nënçmuar shtetësinë e Kosovës dhe sakrificën e popullit të saj”, shtoi ai.

Lidhur me deklaratën e Zelenskyt ka reaguar edhe Shqipëria.
Ministria për Evropë dhe Punë të Jashtme e Shqipërisë e ka cilësuar të gabuar çdo përpjekje për të tërhequr paralele mes Kosovës dhe situatave të tjera ndërkombëtare.
"There should be no misunderstanding on this point: any attempt to draw parallels or equate Kosovo with any other international situation is wrong, opportunistic and completely inaccurate," the Ministry said in its August 9 response.
Albania said that Kosovo has its own historical, political and legal foundations, recalling a ruling by the International Court of Justice (ICJ) regarding Kosovo's decision to declare independence in 2008.
"At the request of the UN General Assembly, the ICJ was unequivocal: Kosovo's declaration of independence did not violate international law. Russia's aggression against Ukraine is a completely different matter. It constitutes a grave violation of the United Nations Charter and international law, as well as a flagrant violation of the rules-based international order," the Albanian Foreign Ministry said in a response.
According to Albania, peace in the Western Balkans and the region's European future requires "acceptance of the irreversible reality of Kosovo's independence."
"Kosovo's independence has contributed to regional stability and is part of a future in which borders are not changed through force and peoples and communities can determine their future in peace and security," the response said.
Albania, a NATO member state and candidate for EU membership, reiterated its position that it supports the sovereignty and territorial integrity of Ukraine.
Tirana said it was "understandable" and "legitimate" that Zelensky's visit to Serbia, first and foremost, served Ukraine's interests. However, he added that any step that helps Serbia move away "from Russia's malign influence and get closer to Europe is positive."
Although it is a candidate for EU membership, Serbia has not opened any new negotiation chapters for almost five years.
Two months after the opening of the final chapter in the accession negotiations, the war in Ukraine began, while Serbia did not harmonize its foreign policy with the bloc to sanction Russia.
