By Adam Almeida / Few sights capture the essence of a European summer better than our airport terminals in the early hours of the morning. Britons drinking beers as if a football match had started, German couples grumbling impatiently about their cycling tour of Croatia and passengers sleeping soundly on the floors of the corridors. This summer season, millions of people will embark on an annual pilgrimage to the hot spots of Mallorca, Corfu and Albufeira to enjoy a long-awaited holiday in the sun.
But they are increasingly likely to face some form of hostility there. In Barcelona, demonstrators may water-puff them or tape them to the entrance of their hotel. In Tenerife, visitors may see “tourists go home” graffiti on the side of the road as they drive their rental car to the beach.
However, recent protests are focusing on the financial backers of overtourism, rather than individual holidaymakers. Two weeks ago in Portugal, hundreds of protesters marched along the winding streets of Parque Natural da Arrábida in an attempt to block the privatization of five beaches by a luxury real estate firm. Residents of Setúbal, a working-class coastal town south of Lisbon, brought back memories of learning to swim in the icy waters of Arrábida and insisted that their children should enjoy the same right.
Demonstrators chanted “Arrábida is not for sale” and carried signs reading “No to new kings.” The language used clearly echoes what is coming out of Albania, in response to Ivanka Trump and Jared Kushner’s plans to build a luxury hotel on the island of Sazani and develop the nearby Zvërnec peninsula. The Trump family’s ambitions have sparked the country’s biggest uprisings since the fall of communism, bringing tens of thousands of people to the streets of Tirana in protest. What the media has dubbed the “Flamingo Revolution,” where environmentalists raised concerns about the planned destruction of the area’s natural habitat and delicate ecosystems, has turned into a national debate about corruption, oligarchic interests and luxury tourism in the Adriatic nation.
Këto karakteristika përputhen ngushtë me skenat në vijën bregdetare të Portugalisë. Arrábida u klasifikua si rezervë biosfere nga UNESCO vitin e kaluar, duke njohur bukurinë e ndërlidhur të pyjeve të saj me pisha, plazheve të gjata me rërë dhe traditave ndërgjeneracionale të peshkimit, kultivimit të ullinjve dhe prodhimit të verës. Ashtu si Trump-Kushner, familja Mirpuri, e cila thuhet se qëndron pas nxitjes së privatizimit, është një dinasti biznesi me lidhje të mira. Ata e bënë pasurinë e tyre në aviacionin komercial dhe u janë dhënë kontrata qeveritare portugeze. Beteja për Arrábida pasqyron shumë nga ndryshimet e fundit që tani kërcënojnë mënyrën e jetesës së Portugalisë. Të shkosh në plazhet lokale është një ritual i rëndësishëm për familjet portugeze në zonat bregdetare. Por, ndërsa ekonomia e saj në rritje dhe përgjegjësia fiskale lavdërohen në “The Economist” dhe “Financial Times”, më shumë se një e treta e popullsisë nuk mund të përballojë më të shkojë me pushime njëjavore. Siç kam shkruar në të kaluarën, brezat e rinj mendojnë se nuk kanë zgjidhje tjetër veçse të kërkojnë të ardhme më të ndritura jashtë vendit. Vende të tjera të Evropës Jugore po përballen me kushte të ngjashme. Qiproja zakonisht mirëpret më shumë se 1 milion turistë britanikë çdo vit, por ka një nga nivelet më të larta të emigrimit në BE. Në Greqi, pothuajse gjysma e banorëve nuk mund të përballojnë pushimet njëjavore në ishujt e tyre piktoreske. Në Spanjë, papunësia e të rinjve është 24%, pavarësisht një ekonomie në rritje. Ekziston qartë një mospërputhje midis perspektivave ekonomike rozë të trumbetuara në sallat e Brukselit dhe Frankfurtit, fluksit të fluturimeve me kosto të ulët dhe avionëve privatë që ulen në pistat përvëluese, dhe realitetit se si është të jetosh në këto destinacione pushimesh.
Nuk është rastësi që këto vende tani janë më të varura se kurrë nga kapitali i huaj për mbijetesë. Përvoja e Shqipërisë me terapinë e shokut kapitalist në fillim të viteve 1990 hodhi themelet për atë që më vonë do të zbatohej në të gjithë Evropën Jugore. Privatizimi masiv dhe liberalizimi ekonomik i përshkruar nga Fondi Monetar Ndërkombëtar u administrua përsëri më vonë, këtë herë me ndihmën e BE-së dhe Bankës Qendrore Evropiane, në Nikozi, Athinë, Madrid, Romë dhe Lisbonë, në formën e shpëtimeve me kusht.
In some ways, the regime worked. Now it is the “Pig” nations of Portugal, Italy, Greece and Spain that reign supreme, according to indices that matter only to technocrats. But these reforms have also made these countries less capable of providing infrastructure, such as roads and hospitals, while deregulating their housing markets to allow private capital in. These economies became more attractive to tourists with thousands to spend and investors with millions to pay, but they are failing to develop the goods and services that local populations actually need.
The issue is not the tourists themselves, who are in dire need of a break from the sadness and gloom that has engulfed much of Europe today. The problem is the private interests that are deeply embedded in our lives, and the European governments that prioritize these interests over the freedom and agency of local populations.
Earlier this week, MEPs warned Albania that if it does not “change course” on Kushner’s plans for luxury resorts, its EU membership will be at risk. While action to protect coastal communities continues, this is a good start. But without further such interventions, sunny holidays in the southern suburbs will continue to be marked by tense expressions of anger and discontent.
