The government intends to review speed limits on the national network and will simultaneously expand electronic monitoring of vehicle drivers, through cameras and intelligent systems connected to the traffic control center.
The measures are part of the National Road Safety Strategy 2026–2030 and its action plan already published in the Official Gazette. The document foresees during the period 2027–2029 “the installation of speed cameras and other intelligent signage” at selected points of the road network.
The devices will be used for speed monitoring and will be integrated with the Traffic Control and Management Center, according to the plan. The indicator defined for the implementation of the measure is the number of locations where cameras and intelligent signage are installed. The Albanian Road Authority is the institution responsible for implementation, in cooperation with the Road Police, the structures responsible for transport and local self-government units.
At the same time, authorities will also review existing speed limits. The strategy calls for them to be adjusted according to the “Safe System Approach,” taking into account road characteristics, the protection offered by vehicles, and the human body’s ability to withstand impact in an accident.
The document foresees that the new limits will be linked to the level of risk in each segment, while measures in urban areas will include traffic calming and interventions near schools and areas with high pedestrian traffic.
The plan also calls for monitoring the “percentage of vehicles traveling within the speed limit” in free-flowing traffic conditions. This indicator will be used to measure the implementation of the strategy and to guide police checks and road safety campaigns.Monitor
