The Director of the State Cadastre Agency, Lorena Goxhobelli, has officially denied the statements of the head of the Supreme State Audit, Arben Shehu, who has publicly claimed that the institution he heads has been prevented for more than a year and a half from conducting audits in the Cadastre.
During her report to the parliamentary subcommittee on Public Sector Audit, following questions posed by MP Xhelal Mziu, Goxhobelli described these claims as untrue and inconsistent with official documentation.
The Director of the ASHK announced that she has put the Parliament and the Prime Minister in motion through an official letter listing all the audits conducted, emphasizing that the ALSAI has had full access to both documents and digital systems. She explained that from 2019 to 2026, dozens of audits have been conducted and currently two more are in progress, which refutes the claims of blockage.
"The public statements about 'no access' and 'not even minimal access' do not appear to match the administrative evidence we have in the institution. All auditors have had an audit role in accordance with the legal framework and are still active today," Goxhobelli declared, adding that it remains unclear why the head of the SAI has not chosen the path of direct institutional communication to clarify any allegations before addressing the Assembly.
In her report, she listed the implementation of all recommendations left by the SAI, with some minor exceptions where it was impossible, such as the case of dismissed employees.
Goxhobelli brought to attention several cases of recommendations that are not implementable. The most bizarre among them was a recommendation that was left to a local directorate to initiate legal changes, something that is not its competence.
"I am bringing you a case. The Kamëz-Vorë Directorate has been asked to propose an amendment to a sub-legal act, specifically VKM 827 of 2020, where it is asked to determine a ceiling level of the surface from 300 to 500 square meters. This results in inapplicable in terms of the institutional competence of the local directorate. The local directorate does not exercise competences in drafting normative acts, but is limited to implementing the legislation in force ," said Goxhobelli.
