The phenomenon of groups of minors gathering to fight in the streets has become a serious concern for public order.
Police from Police Station No. 6, in cooperation with the services of the "Eagle" Special Force, intervened on Wednesday in Kombinat by locating several groups of teenagers and then escorting them to the police station to avoid conflict.
The procedural actions were carried out in the presence of parents and psychologists, while after communication with the prosecutor, proceedings were initiated in a free state for 28 minors, aged 13–17.
"During the physical search, some of them were found to have cold weapons (knives), screwdrivers, as well as several masks, which were seized as material evidence," the Police statement said.
The conflict is suspected to have started on the social network TikTok. The cause was a claim by one of the minors that his sister had been harassed on social networks.
But what is happening to minors today, and why are they increasingly turning to violence as a solution?!
Crimes that are not prevented
Since the entry into force of the Criminal Code for Juveniles, in cases where they are found to be in conflict with the law, many of the measures provided for are unenforceable.
According to Appeals Judge Edlira Petri, although the Juvenile Code (in spirit) aims to protect children from criminal liability and declares prison as a measure of last resort, in practice there remains a large gap in obligations that is not filled.
"Despite the adoption of the Juvenile Criminal Justice Code, the effectiveness of the measures in achieving the goal of re-educating minors in conflict with the law and of general prevention remains questionable."
A worrying aspect is the lack of an institution for the execution of one of the criminal penalties for minors, which is the restriction of freedom.
"Juveniles sentenced to imprisonment are sent to Kavaja, while the institution that should be functional is not an IEVP, but an institution where freedom is restricted, let's say that it is temporarily taken away from parents. If today the court issues a decision with restriction of freedom, I cannot say where it will be executed," said Appeals Judge Edlira Petri to Faktoje.

It was the police who then referred the minor's case to the State Agency for Child Rights and Protection. The minor is currently being treated at a drug rehabilitation center.
The head of this agency, Alma Tandili, emphasizes that minors often start using drugs in shared environments.
"Recently, from the cases of children in conflict with the law that have been referred for management and monitoring by child protection structures in 61 municipalities, we have encountered difficult situations. Among them are children who tell their parents that they are going to stay with friends, leave their homes without an address and end up using drugs," says Tandili.
Judge Petri emphasizes that the question is not only: "What did he do?", but also "Why did he reach this point of behavior and what intervention can prevent him from repeating it?"
For this reason, according to her, there must be appropriate rehabilitation programs, specialized psychologists and social workers, effective supervision by responsible structures, opportunities for return to education and vocational training, support for the family, and cooperation between institutions.
State Police
The Head of the State Police, Skënder Hita, sees the prevention of crimes among minors as a task that does not belong only to the police.
"From the first days of taking office, I ordered the systematic control of the territory, with a special focus on the areas around schools, as well as the ban on the practice of stopping vehicles without cause on national road axes. These were emergency measures, because the safety of children and the provision of a professional and worthy service to citizens are and will remain the absolute priority of the State Police. This decision was based on clear indicators, specifically on the risk analyses carried out by our structures, the cases struck in the wake of attempts to distribute narcotics near schools, the information obtained in operational ways", explains Hita to Faktoje. / Taken from Faktoje.al
