Since the mayor, Erion Veliaj, has been imprisoned since February 2025, Edi Rama has also taken political control of the metropolis. Officially, the city is administered by politician Megi Fino, but it is Rama who pulls the strings.

This is especially true when it comes to large-scale construction projects: giant towers, often half-empty and located so close to historic buildings that they ruin the city's appearance. In February 2025, the anti-corruption prosecutor's office SPAK ordered Veliaj's arrest. He is accused of embezzling 1.1 million euros through 9 public contracts or construction permits. He denies all charges.

Detailed population profiles

Local elections will be held in Tirana next May, and it will then become clear whether the current movement for democracy, which demands accountability, transparency and respect for the law from the ruling socialists, has also changed the political landscape in Albania. So far, there are no significant opposition parties that support the democratization of society.

This is also related to the electoral law, which was amended in 2008 by the two main parties - the Socialists and the Democratic Party - in such a way that the two major parties are favored at the expense of smaller parties.

The Socialist Party has created a system that in Albanian is called "patronage". Party members, officials and public sector employees must create detailed profiles of citizens – including information on their employment status, voting behaviour, political orientation and personal circumstances. In 2021, this personal data of approximately 900,000 citizens was made public.

Lack of historical knowledge

This system of surveillance shows that state institutions serve the ruling party, but it also reveals the extent to which the old structures of the most brutal communist dictatorships in Europe continue to exist. Jonila Godole from the “Institute for Democracy, Media and Culture” in Tirana points out that many young Albanians do not have the historical knowledge to understand the current mechanisms of power in relation to the communist past.

“Ata mezi mësojnë në shkollë se çfarë ka ndodhur këtu. Vetëm 4 faqe në librin e historisë u kushtohen 45 viteve të diktaturës”, - thotë Godole. Ajo vëren se viktimat e diktaturës, siç janë të burgosurit politikë, mezi kujtohen. “Deri më sot, nuk ka asnjë muze kombëtar shtetëror në një vend autentik vuajtjesh”, ankohet ajo.

Mijëra ekzekutime

Gjatë diktaturës, afërsisht 6,000 njerëz u ekzekutuan, dhjetëra mijëra u burgosën dhe deri në 1 në 3 shqiptarë ishte nën mbikëqyrjen e regjimit. Mijëra viktima ende konsiderohen të zhdukur. “Nuk kishte vullnet politik për t'u pajtuar me diktaturën. Ajo që është bërë është vetëm një fasadë”, - thotë Godole për “Der Standard”.

Nga viti 1991 deri në vitin 1996, më shumë se 35 ish-zyrtarë u arrestuan, por ata u shpallën të pafajshëm pasi Partia Socialiste erdhi në pushtet. Disa madje vazhduan të kishin karriera të suksesshme. Gramoz Ruçi u bë Ministër i Brendshëm gjatë diktaturës në vitin 1990, duke u bërë kështu kreu i policisë sekrete famëkeqe, Sigurimit. Kritikët e akuzojnë atë si përgjegjës për të shtënat me armë zjarri ndaj 4 demonstruesve gjatë protestave më 2 prill 1991.

Kur Ruçi u zgjodh Kryetar i Parlamentit në vitin 2017 gjatë presidencës së Ramës, Rama i hodhi poshtë kritikat, duke deklaruar se Kryetari i ri i Parlamentit ishte një anëtar i parlamentit me përvojë të lartë, plotësisht i përshtatshëm për këtë pozicion.

Godole beson se është thelbësore që gjyqësori këtë herë të ndërmarrë veprime vendimtare kundër politikanëve të përfshirë në aktivitete të paligjshme dhe që gabimet e viteve 1990 të mos përsëriten. Shpresa e fundit për shumë nga demonstruesit është SPAK, Zyra e Prokurorit Kundër Korrupsionit, e krijuar disa vjet më parë me ndihmën e SHBA-së dhe BE-së. Në të vërtetë, disa raste kundër politikanëve janë aktualisht në proces, që rrjedhin nga hetimet e SPAK.

Rinia nuk ka më frikë

Megjithatë, sipas shumë kritikëve, qeveria aktuale është bërë gjithnjë e më e korruptuar dhe e shkëputur nga realitetet e njerëzve që vuajnë nga çmimet e tepërta të pasurive të patundshme dhe mungesa e mundësive arsimore dhe të karrierës. "Të rinjtë këtu nuk kanë më asgjë për të humbur", shpjegon Godole.

Shumë të rinj ende duan të qëndrojnë në Shqipëri. Ndryshe nga prindërit dhe gjyshërit e tyre, këta njerëz, të cilët nuk u socializuan nën një diktaturë komuniste, nuk mund të kontrollohen më përmes frikës. "Ata po rebelohen kundër arrogancës së klasës politike", - thotë Godole. Rama, i cili e paraqet veten jashtë vendit si një artist modern, në fakt po vepron me autoritarizëm në rritje brenda vendit dhe tani përfaqëson një politikë që shikon prapa.

"Fasada është shkatërruar", - thotë Godole. Mediat tradicionale po vuajnë gjithashtu një humbje masive të besueshmërisë sepse fillimisht nuk raportuan për protestat e përditshme.

Frikë në administratë

"Boycott the media!" read the posters. But Rama's socialists still maintain a firm grip on a segment of society. Those working in the administration fear they will lose their jobs if they protest. And business owners, not wanting a surprise visit from the tax authorities, are also pulling out.

One woman who dared to turn her back on Rama and the Socialists is MP Marjana Koçeku. On June 14, 2026, she announced her resignation from the Socialist Party and has been an independent member of parliament ever since. Koçeku shared a photo of a flamingo, the symbol of the democracy movement, on social media. But Koçeku's case also shows what awaits those who leave the regime.

On June 17, Koçeku wrote that her family had been threatened by the “Bajri” criminal group in Shkodra. She warned that she would react if anything happened to her family. She criticized a political system built over decades on fear, subjugation, and alienation.

The old ghosts of the repressive communist era have returned, even as Rama wanted to give the Socialist Party a new face. The prime minister, who wanted to go down in history as a reformer, is apparently haunted by his past. Rama's father, Kristaqi, was in the People's Presidency during the dictatorship and was thus part of the "old regime." And the son apparently cannot see how outdated his style of governance is to the young protesters.
