
697 old towers throughout Albania are expected to be formalized and their owners will be provided with a Certificate of Ownership. This was stated by the director of the State Cadastre Agency, Lorena Goxhobelli, during a meeting held today in Theth with Prime Minister Edi Rama, focusing on the law on the "Mountains Package".
"Regarding the revitalization of the towers, we are in a project with the Ministry of Tourism and GIZ, where we have identified 697 old towers. We are continuing the process of obtaining ownership titles. For Theth alone, there are 15 towers identified, for which the formalization process is continuing. The entire Shkodra directorate has about 194 requests that are being processed by us to obtain the ownership title ," said Goxhobelli.
Following her speech at the meeting, she also emphasized the completion of the initial registration process in 106 Cadastral Zones from Elbasan to Vermosh.
"This is a prerequisite for the "Mountains Package", but also for other processes related to the registration of property titles", said Goxhobelli.
Regarding the "Mountains Package", she said that it is not simply a property law, but a development law, while also explaining the steps on how to benefit from this law.
"It is a development law, which has two components. It is an incentive related to the formalization of property rights and other fiscal incentives. It starts with an expression of interest, then follows with a field verification by the municipality and then with an approval by the Municipal Council, which approves the list of non-possessing owners. The following steps are mainly administrative, related to the possibility of applying for a development permit. The entire process is coordinated with the municipality and the State Cadastre Agency, to verify the legal status of the areas, which are defined as mountain economy development areas", stated the director of ASHK, Lorena Goxhobelli.
