This afternoon, inside the Shkodra polyclinic, 18-year-old Arvin Fregjaj stabbed 32-year-old Vildan Kepëca. The injured man was transported to the hospital, while the motives for the conflict have not yet been clarified.
The situation escalated. As soon as he learned of his brother's injury, 41-year-old Arben Kepëca took his pistol with a loaded cartridge and set out to kill the 18-year-old.
Thanks to the immediate police response, the 41-year-old was arrested and the weapon was seized.
A few hours after the incident, the Shkodra Police arrested the suspected perpetrator, Arvin Fregjaj. His father, Agron Mehmeti, 41, who is suspected of collaborating with him in the crime, was also arrested.

As a result of intensive controls, as well as investigative and operational actions, carried out by specialists for the Investigation of Serious Crimes, in cooperation with the services of the Shkodra Police Commissariat, with the aim of detaining and bringing to criminal responsibility the citizens involved in today's event, in the "Vasil Shanto" neighborhood, the following citizens were arrested and handcuffed:
-AF, 18 years old, resident of Shkodra, for the criminal offenses of "Intentional Murder", attempted, committed in collaboration, "Unlicensed Production, Possession, Purchase or Sale of Cold Weapons" and "Disturbance of Public Peace";
-AM, 53 years old, father of an 18-year-old, resident of Shkodra, for the criminal offense of "Intentional Murder", attempted, committed in collaboration.
The investigations suspect that these citizens, in collaboration with each other, injured citizen VK, 32 years old, with a cutting tool (knife), in the premises of the Polyclinic, who is under the care of doctors.
In connection with this event, earlier, the Police services prevented a criminal event by arresting in flagrante delicto the citizen AK, 41 years old, the brother of the citizen VK.
The procedural materials were referred to the Prosecutor's Office for further action.
