The leader of the ruling Vetevendosje Movement party, acting Prime Minister Albin Kurti, and the leader of the Democratic League of Kosovo (LDK), Lumir Abdixhikun, held talks on Friday in an attempt to reach an agreement on the formation of Kosovo's new institutions after the June elections.
While the meeting did not bring any concrete progress, the two leaders said they want to end the institutional and political crisis that has plagued the country for almost two years, avoiding what would be the fourth consecutive parliamentary elections during this period.
Both Kurti and Abdixhiku said they will hold further talks in the coming days.
Speaking to the media after the meeting, Kurti said he feels optimistic and hopeful that there will be an agreement, despite the fact that the first meeting did not bring any concrete progress.
"We still don't have any conclusions or achievements that we could share with you here. I am optimistic," Kurti told the media.
Also part of the meeting was the country's former president, Vjosa Osmani, who ran in the elections on a list with the LDK with the aim of being re-elected president.
Kurti stressed that he spoke with Abdixhiku and Osmani about the formation of all institutions, but insisted that there are still four weeks to constitute the Assembly, referring to the constitutional deadline which came into effect earlier this week after the certification of the results of the June 7 elections.
Abdixhiku, meanwhile, said after the meeting that "at this stage we agreed to continue with communication as the only form of possibility to avoid extraordinary elections in our country."
He added that the LDK seeks "institutional stability and definitely democratic balance, in which all parties contribute with full awareness to provide the country with stable institutions."
Their meeting comes after the main opposition party, the Democratic Party of Kosovo (PDK), and the Alliance for the Future of Kosovo (AAK), said they would not be part of the talks with Kurti.
Kurti, whose party won the June 7 elections, needs an agreement with the opposition to ensure that the country will have a new president, and thus end the long political and institutional crisis.
His party received 53 mandates, and given Kurti's cooperation so far with non-Serb minority parties - which enjoy 10 seats - he is expected to have the necessary votes of at least 61 to constitute the Assembly and form the new Government.
However, the presence of 80 deputies in the 120-seat Assembly is required for the vote for the president of Kosovo to be valid.

I pyetur pas takimit nëse Osmani ishte temë e bisedimeve për presidente, Kurti nuk tregoi, por tha se nevojitet një kandidat konsensual, diçka që e ka thënë vazhdimisht në të kaluarën.
Tërheqja e PDK-së dhe AAK-së
Kurti zhvilloi takim fillimisht me kryetarin e Partisë Demokratike të Kosovës, Bedri Hamza, të premten në mëngjes. Ndërsa, kreu i Aleancës, Ardian Gjini, e hodhi poshtë ftesën e tij për takim.
Bisedimet mes Kurtit dhe Hamzës dështuan, dhe ky i fundit tha se partia e tij do të tërhiqet nga bisedimet pasi do të qëndrojë në opozitë.
"Bazuar në bisedat që kemi pasur dhe diskutimet që kemi pasur, normalisht korrekte, qëndrimi ynë është që PDK për këtë mandat është parti në opozitë dhe ne i dëshirojmë sukses zotit Kurti dhe të gjithë atyre që takohen, bisedojnë, që t’i japin vendit institucione, duke i përfshirë të gjitha institucionet", tha Hamza për gazetarët.
Kurti tha se si udhëheqës i partisë fituese të zgjedhjeve të qershorit, përgjegjësia e tij është për formimin e Qeverisë, por përsëriti qëndrimin se për çështjen e presidentit, përgjegjësia është e të gjitha partive.
Ndërkohë, Gjini i Aleancës tha pasi e refuzoi takimin se partia e tij veçse i ka paraqitur gjashtë kushte që do të duhej t’i plotësonte Kurti në këmbim të mbështetjes të krijimit të institucioneve.
Analisti politik, Ilir Deda, i ka vlerësuar si pozitive këto takime, por ka theksuar se është koha e fundit “që me një apo dy takime maksimum” udhëheqësit politikë “të japin përgjigje për krijim të institucioneve”.
Deda i ka thënë Radios Evropa e Lirë se mbajtja e zgjedhjeve të reja do të ishte shumë e dëmshme për vendin, duke shtuar se “Kurti, Hamza dhe Abdixhiku, e kanë përgjegjësi të jashtëzakonshme që së bashku të merren vesh dhe t’i japin Kosovës një Qeveri funksionale, një president dhe një stabilitet politik në katër vjetët e ardhshëm”.
Bisedimet vijnë pasi këtë javë u certifikuan rezultatet e zgjedhjeve të parakohshme parlamentare.
Kryeparlamentarja dhe njëherësh ushtruesja e detyrës së presidentit të vendit, Albulena Haxhiut, pritet ta thërrasë një seancë konstitutive të Kuvendit.
Sipas Kushtetutës, seanca duhet të mbahet brenda 30 ditëve nga certifikimi i rezultateve.
Në këtë seancë bëhet konstituimi i Kuvendit, zgjidhen kryetari dhe nënkryetarët, ndërsa më pas vazhdohet me procedurat për formimin e Qeverisë së re.
Pas konstituimit të Kuvendit, Haxhiu e nominon partinë fituese të zgjedhjeve si mandatare për formimin e Qeverisë, në këtë rast Lëvizjen Vetëvendosje.
Haxhiu wrote on Facebook after the certification of the results that he would call the constitutive session of the Assembly within the deadline set by the Constitution, without indicating when exactly.
The Constitution stipulates that the president must be elected within 60 days of the constitution of the Assembly.
If this does not happen, the Assembly is dissolved and the country goes to new elections.
