One of the most well-known names in online stock market fraud through Call Centers, 43-year-old Israeli Roy Garin, has lost his trial in the Albanian Supreme Court, where he had opposed the decision to extradite him to Germany.
Garin, known by several names such as "Roy Garin", "Mikael Finkle", "Jean Merignac", but also by the name "Roy Garine", is one of the most wanted persons in Europe, due to frauds worth millions of euros with online stock exchanges.
He was captured on February 4, 2025 in Tirana, during a "Blic" operation in which German officers also participated. While his Albanian collaborators have not yet been arrested by the State Police.
Journalist Elton Qyno has learned that most of his victims were committed in Germany, where the country's justice system was able to document 288 cases of fraud against German citizens, through more than 33 online platforms, causing economic damage of 26 million and 108 thousand Euros.
But this figure is just the tip of the iceberg, as cyber investigation experts who have handled the case assess Roy Garin as one of the biggest online fraudsters with Call Center economic scholarships.
On May 5, 2026, the trio of judges, Ilir Panda, Sokol Binaj and Sandër Simoni, approved the extradition of 43-year-old Roy Garin to Germany, after the Federal Court of Bamberg, in September 2024, imposed the measure of "Arrest in prison", after the German prosecution filed charges against him of "Fraud in an organized criminal group".
Garin and his defense attorneys tried to convince the judges that extradition to Germany would put the Israeli citizen, Roy Garin, directly at risk of inhuman or discriminatory treatment in German judicial and penitentiary facilities.
This is due to his Israeli origin, despite the fact that at the time of his arrest he was holding a Canadian passport.
This claim, according to the lawyers, is based on the "RIAS 2024" report, which documents over 8,600 anti-Semitic incidents for the first half of the year alone, the alarming increase in attacks on people with Jewish identity after the October 2023 conflict, and the discretion of German courts to not count detention served abroad.
But according to the Albanian Supreme Court College, this is a claim clearly unfounded in law and evidence.
According to the investigative file transferred from Germany to Albania, which journalist Elton Qyno was able to obtain, Israeli Roy Garine was active at least during the period from January 2015 to October 2022, in the so-called international cyber-commerce industry.
It is suspected that, since January 2015, Roy Garine was a leading member of a group of perpetrators consisting of dozens of people, who had come together with knowledge and intent to consistently commit acts of fraud according to a specific course of action.
The main responsibility within the group belonged specifically to defendant Roy Garine and co-defendant Arthur Visokowski, who were the leaders of the group since at least 2015.
In the name of Arthur Visokowski, 3 companies have been opened in Cyprus: “SEA Monster Cyprus LTD”, “Flarotis Limited” and “Flarotis Limited”. At the same time, the company Firts Order LTD is registered in England.
Meanwhile, the leadership hierarchy with an operational role also included still unidentified persons with the pseudonyms "Marina", "Antoine" and "Irina".
This group of authors operated during different periods, partly in parallel and partly successively in different domains, among others, the following trading platforms, which in content were largely identical, at least under these brands:

The suspects had no intention at any time to invest the funds of the recruited clients and their sole purpose was to create a source of criminal income of considerable duration and size.
Roy Garin, Arthur Visokowski, and the individuals with the codes "Marina", "Antoine", and "Irina" were aware that their clients would not have paid the respective amounts of money if they had known what was really happening with their funds and that their amounts were lost to them from the moment of payment.
Meanwhile, during the seizure of evidence, identification documents belonging to the accused Garine were found.
The seized data includes a list of aliases he used that directly linked him to criminal activity. These aliases are “Michael FINKLE”, “MIKE” and “Jean MERIGNAC”.
At least 288 victims have been identified from the illegal activity who had intended to make investments in 33 of the aforementioned platforms, but in reality have suffered a total financial loss of 26,107,648.82 Euros.
Now, only the signature of the Minister of Justice is awaited for Roy Garin to be flown from Rinas to Germany, where, together with Arthur Visokowski, he will face the charge of "Fraud in an organized criminal group." /Taken from Syri.net
