The MABCO company of Kosovo businessman Behgjet Pacolli has written a letter to the Ministry of Infrastructure and Energy regarding the situation at Vlora International Airport.
In the letter dated August 20, MABCO draws attention to the fact that since October 2025, it has not had and continues to have no access to VIA's bank accounts.
"All banking operations were carried out by VIA's administrator, whom MABCO considers to have been appointed illegally, while MABCO was deprived of any information on the company's activities, especially its financial activity."
Regarding this situation, MABCO has repeatedly addressed the competent institutions, requesting intervention and guaranteeing its right to information, but to date has not received any response or effective solution.
"MABCO has been unfairly kept out of any information on the company's financial movements, payments, liabilities and banking operations, creating a serious situation of lack of transparency and control over the administration of VIA's funds," the letter states.
Pacolli's company underlines that also, since October 2025 when a series of successive and controversial decisions against MABCO began (which were later overturned by the Supreme Court as unfounded in law), MABCO has continuously requested a full and impartial investigation into all the circumstances that led to the current situation of Vlora airport.
MABCO requests Minister Enea Karakaçi that in addition to the investigation that should clarify "the way in which various state institutions were involved and used, ultimately leading to the total blockage of works at the Vlora International Airport for the phase when the project was nearing completion, MABCO has repeatedly requested the conduct of a FULL TECHNICAL FINANCIAL AUDIT of the entire project."
According to Pacolli's company, the fact that MABCO's requests to the competent institutions to unblock the situation, eliminate obstacles, and address the causes that led to the interruption of the works have not been taken into consideration only makes an independent verification process necessary.
"In the absence of transparency and a professional investigation, there is a risk that much larger problems will later emerge."
For this reason, MABCO definitively and without any reservation requests the performance of a TECHNICAL FINANCIAL AUDIT BY A SPECIALIZED COMPANY with an international reputation in this field.
The Ministry of Environment, Energy and Water Resources and the responsible institutions should have no reason to hinder or delay such an audit. On the contrary, a transparent and professional process is in the interest of the state, investors, financial partners and the Albanian public.
The financial audit should include in detail:
tender documentation and procurement procedures;
the method of securing and structuring financing loans;
guarantees and guarantors of these loans;
any payment made in connection with the investment;
contracts with contractors and subcontractors, their content and value;
bank certificates and documentation of each payment;
the source and origin of the invested funds;
invoices and documentation for the supply of materials and equipment;
transportation, customs and VAT costs;
payments for installation, assembly and commissioning of equipment and systems;
"as well as any other expenses directly or indirectly related to the construction of the Vlora International Airport" - says the letter available to lapsi.al.
MABCO writes that the purpose of this audit is to accurately determine the real value of every investment made in the project, to verify every payment, and at the same time to confirm the legality and origin of every cent invested.
"Such a professional, international and completely independent audit is more than necessary for a project of this size and importance, carried out within the framework of a public-private partnership."
It would also serve to definitively clarify public opinion and eliminate any narrative, doubt or interpretation created during this period, including those fueled by controversial court decisions, which have not only produced serious consequences for investment, but have also created considerable uncertainty and confusion among the public.
