Former Prime Minister Hoti: All institutions in Kosovo are currently

Former Prime Minister of Kosovo, Avdullah Hoti, says that currently the entire process of establishing institutions is unconstitutional.

He says that we have a president who is in office because she was the speaker of the Assembly, but currently she is not, since the Assembly has not convened. Also, we have a prime minister in office who has been holding elections for two years and is unable to build institutions.

Below is his post.

The entire process of establishing institutions that should emerge from parliamentary elections is on unconstitutional ground.

1. The Assembly was not established within the constitutional deadline of 30 days from the certification of the elections. Whenever it is constituted, it can be contested.

2. The functioning of the incumbent Government is unconstitutional since the incumbent Prime Minister and several ministers were sworn in as MPs, and according to the law they do not have the right to exercise functions in the government. The decisions of this government are clearly contestable. There is a Supreme Court ruling on this.

3. Due to the oath as a member of parliament, the former Speaker of the Assembly cannot exercise the office of President. She is no longer Speaker of the Assembly, as that legislature has closed with the swearing-in of 120 new members of parliament.


The culprit is Kurti and all those who follow him. Only someone who goes against the very existence of the state of Kosovo and destroys the constitutional order in this state of chaos and unconstitutionality.
