It was an ordinary August day when Italian carabinieri removed their tents on the north side of the bridge over the Ibar River and, for the first time in many years, temporarily removed the entire KFOR checkpoint.
This marked the beginning of a gradual withdrawal of the permanent presence of KFOR troops, the NATO-led international military mission, which has been deployed in Kosovo since the end of the war in 1999 to prevent conflicts.
The reason given was "the improvement of the security situation in Kosovo," although troops could return to the field if future developments require it. "After the process is completed, KFOR will continue to maintain a strong presence in North Mitrovica and throughout northern Kosovo, continuing to contribute to maintaining a safe environment for all communities," KFOR told DW.
They did not clarify whether the Kosovo Police will take over the security of the bridge that separates South Mitrovica from North Mitrovica, a place that has been the scene of interethnic conflicts and tensions for decades.
Meanwhile, the Minister of Internal Affairs, Xhelal Sveçla, stated that the transfer of responsibilities from KFOR to the police has begun, which should lead to the reopening of the main bridge to traffic.
Regarding the Visoka Deçan Monastery, KFOR was more specific: Kosovo Police will be gradually integrated into the security structures protecting the monastery.
What preceded this decision?
These announcements came after a series of incidents in northern Kosovo that alarmed local Serbs and the European Union.
Most recently, the public enterprise "Ibër-Lepenci", acting on a decision of the Kosovo Ministry of Environment, demolished 17 holiday homes owned by local Serbs near Lake Ujaman/Gazivoda in the municipality of Zubin Potok over a one-month period. According to Kosovo authorities, these structures were built without a permit on land administered by the company, and "the release of the usurped property" was requested.
Many of the owners claim to possess documentation confirming their right to use the land and say their homes were illegally demolished while court proceedings were still ongoing.
Also, a resident of a village in this municipality recently accused members of the Kosovo Police of physically assaulting him during a house search conducted on suspicion of weapons possession. He said he suffered injuries that took him to the hospital.

Zoran Saviq nga OJQ-ja Aktiv në Mitrovicën e Veriut thotë se nuk është i befasuar. Sipas tij, këto njoftime nuk janë të reja, por as mosbesimi i publikut në veri ndaj Policisë së Kosovës nuk është i ri.
Raportet e organizatave joqeveritare në veri prej vitesh tregojnë një nivel të ulët besimi të qytetarëve ndaj institucioneve të sigurisë në Kosovë. Kur kësaj i shtohen edhe ngjarjet e fundit në komunën e Zubin Potokut, sipas Saviqit bëhet e diskutueshme se mbi çfarë baze organizatat ndërkombëtare vlerësojnë se situata e sigurisë është përmirësuar ndjeshëm.
"Në mënyrë objektive, nëse lexoni deklaratat e NATO-s dhe analizoni statistikat e disponueshme, mund të vërehen përmirësime të caktuara. Kjo reflektohet edhe në raportet e policisë. Por nëse pyet njerëzit në rrugë se si ndihen dhe nëse kanë besim te institucionet, veçanërisht te policia, atëherë merrni një pasqyrë tjetër", thekson Saviq.
Nexhmedin Spahiu, profesor në Fakultetin e Shkencave Politike në Prishtinë, beson se ky mosbesim është i kuptueshëm, duke pasur parasysh gjithçka që ka ndodhur gjatë dhe pas luftës. Megjithatë, ai e vlerëson punën e Policisë së Kosovës në veri si "mjaft të mirë", madje në disa aspekte "më të mirë sesa në pjesë të tjera të Kosovës".
"Për këtë arsye besoj se Policia e Kosovës ka një legjitimitet të caktuar për të ruajtur rendin dhe ligjin, veçanërisht duke pasur parasysh se, pasi serbët u larguan nga policia në veri me kërkesë të përfaqësuesve të tyre politikë, është punuar gradualisht për përmirësimin e përbërjes etnike të forcës policore", shpjegon Spahiu.
Prandaj, ai argumenton se rihapja e urës kryesore në Mitrovicë "nuk do të paraqiste rrezik për sigurinë".
"Mbyllja e urës, pas asaj që ndodhi në Banjskë dhe pasi autoritetet e Kosovës morën kontrollin e veriut, nuk ka më shumë kuptim. Ajo nuk është më një masë sigurie mes dy palëve, pasi praktikisht nuk ekzistojnë më dy palë. Të njëjtat institucione janë të pranishme në të dy brigjet e Ibrit..
Koha e zgjedhur, ose mungesa e saj
Gazetari lokal Andrija Lazarević, themelues i medias Zubin Potok INFO, megjithatë beson se ky nuk është momenti i duhur as për rihapjen e urës dhe as për uljen e numrit të trupave të KFOR-it. Ai thotë se "shumë pretendime për sjellje të dhunshme të policisë ndaj banorëve serbë në vitet e fundit mbeten të pazgjidhura".
"People here are scared. They see the reopening of the bridge to traffic as 'breaking the dam', allowing more Albanians to enter the north. Let's not forget that the demolition of buildings at Lake Ujman/Gazivoda, which has not yet been legally resolved, continues; house searches are carried out every day, and people are being questioned as part of war crimes investigations," says Lazarevic, adding:
"I don't want to prejudice the investigation into such a sensitive issue, but it is impossible not to ask the question of how the chronological order of these events does not create the impression of ongoing pressure on a community."
Immediately after KFOR's announcement, the Serbian List expressed its opposition and requested an urgent meeting with the KFOR commander, a meeting that took place soon after.
The Serbian List did not respond to DW's question, so it was not clear why it requested the meeting, given that the Chief of the General Staff of the Serbian Army, Milan Mojsilović, had been informed about the process, as well as what measures the party intends to take, for example regarding the security of the Visoka Dečani Monastery.
Zoran Savic from the NGO Aktiv believes that such issues "cannot happen unilaterally, without communication with official Belgrade," therefore, according to him, this constitutes "a clear implementation of the Franco-German plan, which President Vučić seems to have accepted."
"Regardless of whether one likes it or not, the fact is that the policy being pursued by both Pristina and local Serbian representatives has political legitimacy, and I think that is precisely the essence of this whole story," Savic concludes.
